Despite the overwhelming benefits of citizenship, only about 10 percent of the 9 million eligible legal permanent residents in the United States acquire citizenship each year. Barriers to naturalization include lack of familiarity with the process, expensive fees charged by private attorneys, lack of service capacity of nonprofit providers, and other factors. With mistrust of the federal government growing in the immigrant community, safe and independent resources for naturalization assistance and support are critical. Created by the Immigration Advocates Network based at Pro Bono Net, Citizenshipworks is a technological platform that enables eligible immigrants to file their own naturalization applications and connects them to the appropriate legal support for their needs. With Corporation support, Immigration Advocates Network will improve user accessibility on Citizenshipworks, enhance the platform’s digital and offline outreach, and expand its network of partners and resources.

WGBH, an award-winning public media station and PBS’s single largest producer of television and web content, has a mission to inform audiences about profound social changes through programming and services that inspire and entertain. Research suggests that well-designed school-family partnerships are a core strategy for improving schools and supporting equity. The National Association for Family, School, and Community Engagement (NAFSCE) is a nonprofit association of leaders and member organizations collectively focused on advancing high-impact policies and practices for family and community engagement. Since 2009, NAFSCE has increased awareness and opportunities among practitioners and stakeholders through initiatives and partnerships, including a collaboration with the FrameWorks Institute to conduct a multi-disciplinary communications research to empirically identify the most effective ways of reframing the conversation about family engagement as a strategy to increase student achievement. With support from the Corporation, NAFSCE will create a National Alliance for Family Engagement that would unify practitioners in the field, promote tools and messaging, and share the reframing strategy with key stakeholders such as policy-makers and state education agencies.

The New Designs to Advance Learning portfolio aims to catalyze system-level transformation through the proliferation of new school models that exemplify three core design principles: personalization, mastery, and positive youth development. Insufficient progress in schools, classrooms, and systems has been made to ensure that all children can thrive, regardless of the circumstances of their birth—in part because the purposes, strategies, and outcomes of schools are not aligned to the children they serve and the future those children will face. The research is weak around how to develop teachers to teach to broader student outcomes and solicit community input on vision, and the ability of the education sector to share learning is limited. The Global Learning Lab (GLL) of Teach for All, launched in October 2016 with Corporation support, aims explore the multifaceted challenge described above, and to undertake research and sharing that addresses the research limitations that exacerbate that challenge. The Lab leverages insights from a network of forty-eight partner organizations to develop hypotheses about what systemic changes are needed; test these insights in a variety of contexts worldwide; learn quickly; and support network partners and other stakeholders to act on the latest insights.

Although the standards that shape curriculum remain rigorous across the country, by themselves they cannot raise achievement. Professional learning is rarely standards-aligned and job-embedded, and most teachers don’t demand standards-aligned instructional materials. Student Achievement Partners (SAP), an organization that serves as a technical advisor to curriculum publishers, assessment developers, professional learning organizations, states and districts, ensures that teachers have access to standards-aligned resources. Through this renewal grant, SAP will undertake three projects: (1) provide technical advisory support to Learning Forward, a Corporation grantee with national reach and influence over professional learning policy and practice; (2) pilot new professional learning opportunities leveraging standards-aligned resources and free digital platforms, and (3) develop blog posts by content experts and teachers working with standards aligned instructional materials.

The lack of high-quality science instructional materials available to teachers and students poses a challenge to the implementation of the Next Generation Science Standards (NGSS). Now, Achieve is working to improve the supply and demand of science instructional materials, and supporting states and districts to help them implement the NGSS. There is a persistent gap between low-income, minority student’s academic outcomes and their counterparts which is often referred to as the “achievement gap,” but UnboundEd sees this as a “provision gap” based on the opportunity to learn what adults provide students. Therefore, to remedy this gap educator’s biased beliefs about student’s abilities and a lack of pedagogical content knowledge must be addressed. UnboundEd does this through open education resources designed to accelerate students to grade-level work and by providing content-aligned, bias-free resources and professional learning programs for teachers and school leaders. Innovate’s flagship programs, the Community Organizing Training Program and Parent Leadership Institute have trained over 440 parents, providing them with the professional training needed to lead reform efforts and advocate for equitable policies and practices in their communities. We believe that local educational institutions, such as museums and science centers, serve to strengthen communities, especially communities with low-income or immigrant families. These neighborhood centers can offer access to educational and career opportunities through their programming and local outreach efforts. Founded in 1964, The New York Hall of Science (NYSCI) in Queens, New York is the city’s home for interactive science as well as a hub for providing science, technology, engineering, and math (STEM) opportunities to local families by using a two-generation approach with both parents and their children. Over the past year, NYSCI has partnered with leading science centers across the country to create a community of practice around family engagement in STEM. Through this final grant from the Corporation, NYSCI will formally launch the Coalition for a STEM Future, bringing together five science centers from across the county to create a common aim for the Coalition, share best practices, and coordinate new and refined programming for family and community engagement.

However, this pathway has been underutilized due to policy- and capacity-related challenges at the school and system levels. Now, leveraging their extensive experience and new internship platform, ImBlaze, BPL will partner with schools in three New York communities—Rochester, Newburgh, and Brooklyn—to capitalize on the opportunities presented by CDOS. Founded in 2007, ProPublica is an independent, non-profit news agency dedicated to exposing abuses of power and betrayals of the public trust by government, business, and other institutions. The recipient of four Pulitzer Prizes, four Peabody Awards, and six George Polk Awards, ProPublica’s strength lies in both the quality of its reporting staff and its extensive data-mining and analysis capabilities. In 2014 and 2016, the Corporation awarded ProPublica grants to support its reporting on K-12 education. This funding enabled the organization to publish revealing articles on topics such as the widespread misuse of restraints in public schools and the abuse of people with disabilities by a company that runs schools and residential facilities for the disabled. In both cases, the articles resulted in state laws banning those practices. With renewed support, ProPublica will continue to uncover inequality and exploitation in the nation’s education system as well as expand its political reporting.

In the era of political polarization and “fake news,” it is more critical than ever that journalists provide the public with substantive and factual reporting. Academic research can increase the accuracy of news and provide much-needed context for individual stories. However, many journalists do not know where to find trustworthy research or how to use it in their reporting, do not have the time to sift through lengthy journal articles, or, when reporting on research, do not know how to avoid common pitfalls that inadvertently lead to misinformation. Harvard’s Shorenstein Center on Media, Politics, and Public Policy has created the Journalist’s Resource, an online database containing curated academic and government research findings selected for their relevance to current the challenges facing American society. The center works to make arcane information accessible to non-academics by translating complex statistics into logical data points and reformulating esoteric terminology into clear language. This tool enables reporters to incorporate scientific evidence and high-quality, peer-reviewed research into their stories, essentially acting as a research desk for newsrooms with few other resources. With renewed Corporation support, the Shorenstein Center will continue to improve and expand the Journalists Resource.

School choice is both an opportunity and a challenge for families in New York City. While families have dozens of middle schools to choose from, they have to spend many hours researching their options. In communities with low-income or immigrant populations, families are often overwhelmed by the choice system and confused about which schools would best serve their child’s particular needs. InsideSchools, founded in 2002 as a project of the New School’s Center for New York City Affairs, provides parents, teachers and administrators with reviews of each of the city’s 1,800 district and charter schools and 1,200 stand-alone pre-kindergarten programs using in-depth local knowledge from school visits and interviews with principals. With support from the Corporation, InsideSchools will develop a guided search for middle schools, giving parents a list of suitable and personalized options, and then directing them to pertinent information such as key metrics, parent comments, and photos. Through this project, InsideSchools will inform and guide families in New York City to maximize their opportunities in the middle school process.

Media and communications are important vehicles for guiding public debate around education and mobilizing stakeholders in support of change. Coverage of education reform however has largely been top-down, and there is a need to build public demand by elevating trusted voices such as those of parents, teachers, and students. Since 2014, Education Post, a project of Results in Education Foundation, has built a team of communications experts that support local writers in key cities with policy changes underway. Through these writers who offer new narratives to the national conversation, Education Post fosters informed public dialogue. They have published over 1200 unique authors on their site to date and reach about 20,000 readers daily. With support from the Corporation, Education Post will expand its blogs by developing new sites in the Midwest and the South, and leveraging its current network to cover topics of income inequality and the role of education in social mobility.

High school graduation rates have been on the rise for several years, but a disproportionate number of low-income students of color continue to attend long-struggling schools. School Empowerment Network (SEN) addresses this challenge by leveraging the power of transformational school leadership to reset and restart struggling schools. High level former district leaders with deep expertise in new school design and implementation comprise the SEN team, and they have been bringing that expertise to bear across the country since SEN’s founding in 2015. This grant support the Series to continue its research and documenting of Marshall’s impact and legacy. The absence of comprehensive, linked data on how students and young adults interact with New York state’s education and employment systems makes it difficult to observe and understand how its children, youth, and young adults fare as they proceed, or fail to proceed, through the state’s public pre-kindergarten, K-12 schools, postsecondary colleges and universities, training and licensure programs, and into the workforce. To remedy this problem, the Nelson A. Rockefeller Institute of Government (the Institute) is working with five state agencies to establish a consortium for research on education and the workforce. The consortium will construct a P20W statewide longitudinal data system (SLDS)—while ensuring the privacy of all personally identifiable information. It will conduct and support research and analyses aimed at improving education and workforce experiences and outcomes for all New Yorkers. It will also disseminate findings to students, parents, policymakers, educators, workforce investment boards, regional economic development councils, and other stakeholders through reports, briefings, forums, and online tools.

The Council for the Development of Social Science Research in Africa (CODESRIA) General Assembly has become the largest triennial gathering of social science researchers in Africa. Members come together to review the state of Africa and the world in the context of the challenges posed for social research. The 15th General Assembly will take place in Dakar, Senegal from December 17-21 2018, with the theme “Africa and the Crisis of Globalization.” An expected 300 participants from Africa and the diaspora will participate in sessions, review the functioning of the Council, and decide on its broad agenda for the next three years. Parents often base their understanding of high-quality instruction on anecdotes and brief interactions with teachers rather than on robust data and consistent information channels. Since 2009, Parent Revolution has been working with several thousand public school families in Los Angeles’ most underserved communities, both in a direct service capacity and to develop parent leadership so that parents can serve as effective advocates for their communities. With support from the Corporation, Parent Revolution will conduct a research study of parents on the subject of quality instruction. With Corporation support, Brown University’s Watson Institute for International Affairs will team up with the U.S. Naval War College’s Humanitarian Response Program to expand the evidence base for effective civilian-military coordination, while developing new approaches to information sharing among humanitarian, military, and academic communities. Description
Given the importance of U.S. foreign policy and international relations more broadly, it is essential that lawmakers have up-to-date, nuanced information about the political, economic, and security developments of major powers. The Congressional Foreign Policy Research Program, a project of the John W. Kluge Center at the Library of Congress (LOC), brings senior scholars to Washington, D.C., for the academic year to both serve as expert resources for legislators and enhance the Library’s capacity for policy-relevant research and outreach. With Corporation support, two scholars with expertise in Russia and China will join the Center. They will conduct research, publish articles, and advance the discussion of U.S. relations with these countries through a series of bipartisan events with members of Congress and senior congressional staffers.

The American Council of Learned Societies (ACLS) launched the African Humanities Program (AHP) in 2008 in response to the dearth of research opportunities for early-career African humanities scholars. Fellowships for doctoral dissertation and postdoctoral research and writing have been awarded on a competitive basis to 406 scholars working in universities in Ghana, Nigeria, South Africa, Tanzania, and Uganda. This grant will support an additional ninety postdoctoral fellowships, thirty-seven travel fellowships for senior humanities scholars, six manuscript development workshops for fellows, and the publication of fifteen books in the African Humanities Series. Three assemblies will provide opportunities for the AHP community to explore how best to integrate AHP practices for supervision and mentoring into postgraduate training programs in African universities.

The University of Arizona’s McCain Institute for International Leadership’s (the Institute) flagship “Next Generation Leaders” (NGL) program is designed to identify, train, network, and empower a diverse group of emerging leaders from around the world. Since its launch in 2012, the NGL program has offered emerging leaders professional development experience, with exposure to top-level policymakers and formal training in leadership, values and ethics. By linking successive classes of leaders, the Institute has built a global network of advocates for common core values of security, economic opportunity, freedom, and human dignity. Recognizing the complex dimensions of peacebuilding in Africa, Corporation support is focused specifically on the training and mentoring of NGLs from the continent to address key challenges in this field.

The rise of national security cyber capabilities creates questions about the norms, understandings, and standards around their use. How would cyber capabilities be used in a time of rising tensions? Would a 21st century Cuban Missile Crisis involve cyber-attacks? Are there dynamics that reduce the likelihood of cyber-attacks when international tensions rise? Led by the Atlantic Council, this project will conduct simulations to test how groups interact and react with cyber capabilities in times of escalating tensions. The research is designed to improve the academic and policy communities’ understanding of strategic preferences in cyberspace.

Hurricane Maria hit Puerto Rico on September 16, 2017, and residents are still struggling to repair the damage wrought by the storm. Not only were schools, businesses, and countless homes destroyed, but the life trajectories of citizens were thrown drastically off course. In hopes of continuing their education uninterrupted, college students have come by the thousands to Florida. Florida International University (FIU), a public research university in Miami, has extended services to displaced students in the region. As a federally designated Hispanic Serving Institution, FIU is well equipped to ensure that arriving students are given the tools to succeed. FIU’s commitment to teaching, research and creative activity, and collaborative engagement with local and global communities aligns with the Corporation’s mission of promoting the advancement and diffusion of knowledge and understanding. With Corporation support, FIU will help subsidize tuition and basic living expenses for displaced Puerto Rican students.

To promote international understanding after the September 11th attacks, James Billington, Librarian of Congress from 1987 to 2015, proposed the creation of an Internet-based library that would make the world’s cultural heritage materials easily accessible. His vision came to fruition in 2009 with the establishment of the World Digital Library (WDL). Today, the WDL contains more than 19,000 rare books, manuscripts, maps, prints and photographs, films, and sound recordings contributed by 158 libraries, archives and museums in 60 countries. It holds approximately 1.1 million pages of content, in 145 languages. The site averages 800,000 international visitors per month and, since its inception, has had nearly 55 million people from every country in the world have visit the site. The WDL is of particular importance for states that have lost access to many of these documents through colonialism, war, internal upheaval, or natural disasters. Since its founding, the WDL has been under the auspices of the Library of Congress, which ended the partnership this year. Carnegie Corporation is providing support for WDL’s planning effort to become a self-sustaining entity under a new host and managing organization.

In 2012, with Corporation support, the American Library Association (ALA) established a national award honoring the best adult fiction and nonfiction books of the preceding year. Since then, the Andrew Carnegie medals have gained national prestige and an enthusiastic following among librarians, booksellers, and general readers. The first ALA medals for single titles in adult fiction and nonfiction, the awards are unique in that the winners are selected by library professionals who work closely with adult readers. With Corporation support, the ALA will continue to award the winners cash prizes, hold the popular annual award ceremony, and increase national media outreach, while they work toward the sustainability of the awards.

Founded in 1946, Wilton Park organizes more than fifty events a year in the United Kingdom and in other countries, convening leading representatives from the worlds of politics, diplomacy, academia, business, civil society, the military, and the media. Continuing its partnership with two key Corporation grantees, the Social Science Research Council-led African Peacebuilding Network and the King’s College London-led African Leadership Centre, Wilton Park will organize two international conferences on selected peacebuilding topics. Building on four meetings organized between 2015 and 2018, these events will bring together a range of Corporation grantees with local partners, international institutions, scholars from both the Global North and South, and key policymakers to discuss African perspectives on peacebuilding and approaches toward it on the continent.

A robust diplomatic corps is critical to the U.S. Government’s ability to navigate an increasingly complicated international arena. Maintaining a highly-capable community of foreign service officers requires ongoing education and training to advance professional skills and understanding of world trends and events. The U.S. Diplomatic Studies Foundation (DSF) will work with the Foreign Service Institute (FSI) to further the capacities of U.S. diplomatic professionals after they enter the Foreign Service. DSF will evaluate FSI’s current course work, encourage teaching by retired diplomats to fill critical gaps, and build more awareness and engagement between the Foreign Service and the U.S. Congress by convening meetings of diplomats and policymakers.

Over the past decade, African higher education has undergone significant changes due to increased societal demand for equitable access to higher education. Several recently adopted, African-led continental and national policy frameworks, including the African Union Continental Education Strategy for Africa, aim to guide the sector’s expansion. At the same time, non-state actors with diverse agendas play a significant role in influencing government decision-making and higher education budget allocation. Children learn not only with the teachers in their schools, but with the families in their homes and communities. Research indicates that learning happens best when what is happening in school is reinforced by what is happening in students’ homes. This relationship can be challenging however in high poverty communities, where families often lack the time, knowledge or skills to help their children with their schoolwork. Founded in 1999, PowerMyLearning has emerged as a national nonprofit organization partnering with schools and districts to meet the needs of every learner by leveraging technology that fosters a “triangle” of learning relationships between students, teachers, and families. Support from the Corporation led PowerMyLearning to develop Family Playlists, a program for interactive homework assignments that cultivate teacher-parent ties and communication channels. With continued support from the Corporation, PowerMyLearning will design a Strategic Evidence Plan for Family Playlists, optimizing the adoption process for teachers and refining their triangle model to build evidence for the field.

Every year, millions of Americans are unable to vote due to issues with their voter registration or a missed registration deadline. These issues disproportionately affect low-income people, who relocate more frequently, young voters who are new to the process, and new citizens who have only recently become eligible to vote. National Voter Registration Day (NVRD) was established in 2012 as a coordinated, nonpartisan day of action to raise awareness of the voter registration process and to ensure that voters are not denied their fundamental right to vote. In 2016, President Obama proclaimed NVRD a national holiday. Through partnerships with major election associations of both major parties, business allies, major national nonprofits, and other acclaimed institutions, Nonprofit VOTE spearheads the activities and media campaigns around NVRD. With Corporation support, Nonprofit VOTE will continue to lead this nationwide effort to register voters and engage them in the democratic process.

The scope and the significance of these and other challenges with nuclear undertones require fresh ideas, perspectives, and analyses. Harvard University’s Managing the Atom project (MTA) has a track record of identifying and incubating new approaches and potential solutions. Concerns about nuclear weapons grow with the risks of nuclear proliferation and other challenges to international peace and security. These issues call for greater public attention and the need for expert analysis and factual information produced by trusted sources. Since its establishment in 1945, and using its iconic Doomsday Clock to draw attention to its mission, the Bulletin of the Atomic Scientists (the Bulletin) has continued to provide assessments to inform the public and policymakers about the dangers posed by nuclear weapons, climate change, and emerging technologies and diseases. Through live events and online classes, the Citizens Campaign has educated thousands of New Jersey residents in how to navigate the power structure of government and to exercise leadership beginning with their own hometowns. The Citizens Campaign educates citizens on how to get results through five powerful non-elected leadership positions, as citizen legislators, political navigators, citizen journalists, political party committee people, and appointed officials. With Corporation support, the campaign will continue to engage residents in the civic process, including the development of a local government civics component to be incorporated into high school social studies classes. This is a model for national replication.

Georgette Bennett founded the Tanenbaum Center for Interreligious Understanding in 1992 to honor the human-rights work of her husband, Rabbi Marc Tanenbaum. The center promotes mutual respect through practical programs that encourage interreligious dialogue and tackle prejudice in schools, workplaces, health-care settings, and areas of armed conflict. Tanenbaum has been a driving force in the growing use of religiously motivated peacemakers by secular groups. Through its Peacemakers in Action program, Tanenbaum identifies and supports exceptional individuals who work for peace in violent conflicts around the world. With Corporation support, Tanenbaum will continue to combat religious prejudice and fight for global stability.
