Under the leadership of the 14thLibrarian of Congress, Dr. Carla Hayden, the Library of Congress (LC)has embraced a redefined and modernized mission, seeking to encourage and enhance the public’sparticipation in this country’s cultural and civic life. To this end,the LC is developinga new program, “Digital Outposts”, to reimagine public engagement with historical materials, which hasthe potential to inspire, inform, and engage peoplein meaningful new ways.The LCstaff will design transformative digital experienceswith collaborators in ten public libraries across the country, combining emerging technologies such as virtual reality, library materials, and themes relevant to the local communities where the experiences will be offered. A Carnegie Corporation grant will support the development of partnerships with two libraries, one of which will be Carnegie library,as part of a two-year pilot phase for thisprogram.

Description
With Corporation funding in 2017, the Library of Congress, (the Library) through its John W. Kluge Center, established the Congressional Foreign Policy Program, creating senior specialist positions in U.S.-Russia relations and U.S.-China relations. The scholars conduct policy-relevant research, host public events, and design bipartisan discussions on the current state of relations for members of Congress and the staffers who support them. Renewed funding will enable the Library to link notable academics and policymakers and bring insights from their research to the policy and practice of Capitol Hill through direct engagements and written products.

Given the importance of U.S. foreign policy and international relations more broadly, it is essential that lawmakers have up-to-date, nuanced information about the political, economic, and security developments of major powers. The Congressional Foreign Policy Research Program, a project of the John W. Kluge Center at the Library of Congress (LOC), brings senior scholars to Washington, D.C., for the academic year to both serve as expert resources for legislators and enhance the Library’s capacity for policy-relevant research and outreach. With Corporation support, two scholars with expertise in Russia and China will join the Center. They will conduct research, publish articles, and advance the discussion of U.S. relations with these countries through a series of bipartisan events with members of Congress and senior congressional staffers.

At a time of changes and new challenges in the relationships between the United States and Russia and the United States and China, it is important that U.S. Congress members and staffers have an understanding of these countries that is grounded in culture and history, and draws on the most up-to-date information about their political, economic, and security developments. The Congressional Foreign Policy Research Program, a new project of the John W. Kluge Center of the Library of Congress will bring senior scholars of Russia and China to Washington, D.C., for research and a series of targeted events. Beyond the events held at the library, the scholars will have opportunities to engage with policymakers and experts on these and other international issues.
