Description

Democracy in the United States facesmounting threats: restrictive voter identification laws, voter roll purges, limits on early voting, and partisan gerrymandering. These measures disproportionately harm voters of color, who are young, who are low-income, and/or with disabilities. Since its launch in 2010, the State Infrastructure Fund (SIF), housed at NEO Philanthropy, has worked to expand voter participation and protect voting rights in underrepresented communities, raising over $200 million, and serving as a trusted donor collaborative. With Corporation support, SIF will resource its Voting Rights Working Group (VRWG)—a coalition of eleven leading national civil rights organizations, including the ACLU, Brennan Center for Justice, Legal Defense Fund, and the Native American Rights Fund. VRWG coordinates proactive and defensive litigation to expand ballot access, challenge tactics that undermine voter turnout, and protect voters throughout the election process. With this grant, VRWG will continue to provide a coordinated legal defense against efforts to undermine voting.

Established in 2003 with Corporation support, the Four Freedoms Fund (FFF) is a donor collaborative housed at Neo Philanthropy that supports state-based and regional immigrant-serving coalitions across the country. FFF serves a hybrid role of convener, grantmaker, and strategist, connecting grassroots organizations with national immigrant integration groups. Over the past two decades, FFF has raised more than $300 million, supporting organizations in forty-five states and building pro-immigrant infrastructure in both traditional gateways and states with newer immigrant populations. With a focus on nonpartisan voter engagement, FFF will support immigrant-serving organizations in twenty states. The purpose will be to engage new citizens and low turnout communities in the importance of voting. FFF will also provide support to grantees on legal compliance, voting data capacity support; combat disinformation targeting voters from immigrant backgrounds; and prepare communities for Census 2030.

According to Bridgespan’s 2025 report, The Philanthropic Collaborative Landscape, funder collaboratives continue to expand. These collaboratives—often housed at nonprofit intermediaries—pool resources from multiple philanthropic sources, providing major benefits for donors interested in expanding their philanthropic contributions across issue areas and state and local organizations. Formed in 1983, NEO Philanthropy (NEO) is one such funder intermediary and has long supported two of the Corporation’s collaborative funds—the Four Freedoms Fund, which supports immigrant integration in the United States, and the State Infrastructure Fund, which supports nonpartisan voter engagement at the state and local level. With Corporation support, NEO Philanthropy will enhance its own internal capacities for legal, communications, digital security, and overall safety protocols.

The 2020 Census was the first online-led census, requiring new investments in infrastructure, coordination, and public education. Based at Neo Philanthropy, the Funders’ Committee for Civic Participation (FCCP) manages a working group of representatives from more than 500 national, state, and community-based philanthropic organizations that have been investing resources toward a fair and accurate count since 2017. With renewed Corporation support, the Funders’ Census Initiative at the FCCP will aggregate and amplify learnings from the 2020 Census and create opportunities for funders to coordinate intercensal activities, including around redistricting, to build toward the 2030 Census.

Since 2019, the Democracy Capacity Project has been producing free, accessible resources to help nonprofit civic engagement organizations better comply with local laws and regulations. In partnership with the Alliance for Justice, the organization also provides nonpartisan trainings and pro bono assistance to help organizations design effective, compliant nonpartisan advocacy programming and identify internal operations in need of modifications. They include increasingly complex living arrangements, inadequate preparations against cybersecurity threats, funding constraints, and the public’s growing mistrust of government initiatives. With the Census Bureau facing drastic financial setbacks—a shortfall of at least $300 million—many fear the consequences of the expected drop in accuracy and efficiency in the 2020 census. The Funders’ Committee for Civic Participation (FCCP), housed at Neo Philanthropy, has been a driving force in civic engagement grantmaking for nearly thirty-five years. By leveraging its philanthropic network of eighty-five member institutions, FCCP convenes and educates the funding community on important civic issues. With Corporation support, FCCP will foster robust, sustained, and effective foundation support around the 2020 census through outreach and recruitment, and by serving as an informational clearinghouse for funders engaged in census work.
