The next generation faces a growing gap between classroom learning and online content, requiring skills to distinguish fact from misinformation and disinformation, particularly with the rise of AI-generated disinformation. The Poynter Institute, a nonpartisan nonprofit leader in factchecking and news training, launched MediaWise in 2018 to teach students and young voters to identify online misinformation. With Carnegie’s support, the program will equip students and educators with advanced media literacy and AI-fluency tools, integrated directly into the platforms young people use. The program will be implemented in partnership with Dave Jorgenson’s Local News International (LNI), whose U.S. audience is primarily ages 16–35. Key deliverables include: a professional Media Literacy & AI Certificate Course and Toolkit for educators, reaching 5,000 school districts; “The MediaWise Weekly” video and lesson series with LNI; updated core curricula; new PSA campaigns via digital creators; and dissemination through teacher conferences. The initiative aims to directly serve at least 100,000 educators and 3 million students.

Many students in the U.S. lack access to high quality civic education, as instruction often emphasizes content over the skills needed for meaningful democratic participation. The Center for Civic Education addresses this gap through We the People, a rigorously studied program shown by a randomized controlled trial to improve civic knowledge, dispositions, intent to vote, and communication skills. The program combines constitutional study with experiential learning, culminating in simulated congressional hearings where students present and defend their reasoning. With Carnegie support, the Center will expand into additional states to increase access, recruit and train approximately 60 teachers, reach an estimated 1,440 new students, and support approximately 2,400 students to participate in the National Finals in Washington, D.C., including scholarships for 240 students from under resourced schools.

Description
Founded by Sal Khan in 2020, Schoolhouse.world (Schoolhouse) offers free online peer tutoring opportunities to 190,000 learners aged 13 and up from over 180 countries. In addition to the demonstrated gains for learners, Schoolhouse gives more than 30,000 young people who volunteer as tutors an opportunity to give back, learn academic material in greater depth, and learn new skills as tutors. Building on its success, They have launched the Global Dialogues program which fosters discourse skills for students ages 14–21 through structured Zoom discussions on complex civic topics. Across both programs, the Schoolhouse Portfolio compiles students’ subject-matter mastery, tutoring contributions, and dialogue participation into credentials considered by admissions offices at over 50 colleges and universities. Over the grant term, Schoolhouse aims to grow to 80,000 tutors and 50,000 Dialogues participants, with at least 40,000 of those students earning formal competencies on their portfolio. Schoolhouse will also implement platform and safety improvements, refine credentialing pathways, and expand its network.

Previous Carnegie support helped build Valor’s capacity to scale innovations to over 150,000 students nationwide. Valor is now addressing the “final mile” of the K-12 journey: the transition to high-opportunity postsecondary pathways. With Carnegie support, Valor will launch the Carnegie Career & Postsecondary Pathways Initiative, a suite of programs including a work-based learning microschool, a career education track in mental health careers, a dual enrollment option offering college courses, and an alumni fellowship. Valor will pilot this programming over the course of the grant, serving approximately 400 students and alumni, and providing them with industry-recognized credentials and early college credit to strengthen economic mobility. By codifying these models for future dissemination, Valor aims to establish a national exemplar for holistic college and career preparedness that drives upward mobility.

The National Governors Association (NGA) is the bipartisan organization of America’s fifty-five state and territorial governors, convening governors and other state leaders, conducting policy research, and assisting with government relations. Each year, the Chair of the NGA’s Executive Committee, which consists entirely of governors, leads a high-priority “Chair’s Initiative” on an issue relevant to all state leaders, such as Governor Spencer Cox’s “Disagree Better” or Governor Kevin Stitt’s “Reigniting the American Dream.” At the NGA’s summer summit in July, Governor Wes Moore will become Chair and his initiative will focus on national service. His emphasis will be on governors leading the charge to launch and grow state service programs such as the Maryland Corps and the One Utah Service Fellowship. Across the United States, 4.3 million opportunity youth, or young people ages 16 to 24 who are out of school and work, remain disconnected from the systems that build the skills, knowledge, and sense of purpose essential for productive livelihoods and civic leadership. YouthBuild Global (YBG) addresses this gap by integrating academic instruction, vocational training, and community service to prepare participants for careers in various in-demand fields. They support a network of more than 350 local programs around the world, embedding service-learning, community projects, and leadership development directly into education and workforce activities. With support from Carnegie, YBG would strengthen civic programming across more than 115 of these programs in the U.S, delivering training and technical assistance to more than 150 staff members and enabling an estimated 2,500 young people to complete service, job training, and leadership activities. Serving the most diverse county in the nation—where 48 percent of its 2.4 million residents are foreign-born and an estimated 180 languages are spoken—Queens Public Library (QPL) has played a pivotal role in the social and civic fabric of New York City since its founding in 1896. In October 2024, Carnegie awarded a $1.2 million grant to QPL for educational and career services for immigrants and teens who are new to or entering the American workforce. A renewal grant will allow QPL to sustain ten English for Speakers of Other Languages (ESOL) classes that reach nearly 1,000 learners while launching three new adult basic literacy classes. The library also plans to serve 2,400 high school students and their families by expanding postsecondary readiness programs to include both college and vocational career pathways. To further support economic mobility, at least 500 additional patrons, including English-language learners and teens, will receive free workforce training and certifications in high-demand industries such as construction and hospitality.

The Institute for Strategic Dialogue-US (ISD-US) is an independent nonprofit that combines advanced digital threat detection and analysis with policy and operational solutions to protect democratic processes and public safety from extremist and authoritarian threats, including domestic violent extremism, foreign interference operations, cyberattacks, and disinformation enabled by artificial intelligence (AI). Following a recent merger with the Alliance for Securing Democracy, formerly housed at the German Marshall Fund, ISD-US has significantly expanded its foreign interference expertise. With Carnegie support, ISD-US will expand a civil society-led, open-source threat monitoring initiative — building out an AI-powered analytics platform, distributing real-time threat intelligence through trusted networks of election officials and law enforcement, and delivering vulnerability assessments and preparedness trainings to help safeguard elections in 2026 and 2028. Malign actors including Russia are spreading disinformation, using illicit financing, and exploiting institutional weaknesses in a coordinated effort to undermine democratic institutions across Europe. Non-state actors (NSA) can play a critical role in strengthening democratic resilience, yet civil society organizations struggle to collectively respond to malign coalitions because of limited resources and collective action challenges. The Center for European Policy Analysis (CEPA) will bridge this structural gap by developing a transnational coalition that connects NSAs to share information and collectively address emerging challenges by authoritarian actors across Europe. The project will identify prospective coalition members, track hostile actors, share information, hold roundtables, and formalize the coalition into a self-sustaining entity. Expanding legal migration can promote stability and peace by disrupting dangerous irregular migration routes exploited by human traffickers and organized crime. MPI will address a gap in the global migration research and policy landscape by showing how legal migration can undercut criminal economies, reduce tension, and offer alternatives to recruitment by armed actors. The use of commercial drone and autonomous technologies has given violent non-state actors, including insurgents and related criminal networks, the ability to launch sophisticated air attacks once limited to major militaries. Yet efforts to manage these risks remain fragmented and largely reactive, focusing on specific hardware or after-the-fact controls rather than the cross-border networks that enable proliferation. To address this threat, the Tech Policy Institute at Cornell University will build an early-warning system to track and forecast how drone components move through targeted illicit markets in Africa. Using a custom forecasting model, the project will identify where the next trafficking corridors and operational drone hubs are likely to emerge before they become active threats, helping governments and private-sector companies implement systems to block high-risk buyers from accessing sensitive technology.

The Yale Humanitarian Research Lab (Yale HRL) is a leader in accessing and analyzing open-source information related to peace and security. Carnegie funding would enable the Lab to replace this with reusable infrastructure and standardized protocols for tracking displaced populations and automating assessments of key indicators including population movement, food security, building damage, and sanitation conditions. With support from Carnegie Corporation of New York, GPFA has established The Sister’s Place, a residential and learning center in Bong County near Cuttington University. The 20-bedroom dormitory provides safe housing for girls who might otherwise face barriers to continuing their education, including unsafe or unstable living conditions. The center also features an ICT lab to build digital skills, a Peace Hut for leadership and conflict resolution training, and spaces that support wellbeing and personal growth. By combining safe accommodation with academic and leadership development, The Sister’s Place aims to help young women stay in school, succeed, and become leaders in their communities.

Established in 1964, the University of Massachusetts Boston (UMass Boston) is Massachusetts’ most diverse R1 research university, and 80 percent of its alumni stay in the region to drive the local economy. Building on a five-decade-long partnership with Boston Public Schools, UMass Boston’s “Civic Works” initiative will create new educational programs that combine academic, career, and durable skills leading to in-demand jobs. Students will earn microcredentials aligned with the skills that employers say they need and that may count for credit toward future degrees. With Carnegie support, over the next three years, UMass Boston will collaborate with regional stakeholders to co-develop a suite of microcredentials in high-demand areas, piloting a subset of them with 500 students before scaling across the five partner high schools reaching approximately 2,355 students. In addition, by capturing key evidence throughout this expansion, the university will produce a valuable proof point for other institutions of higher education.

Founded in 2021, Veterans for All Voters is a nonpartisan, veteran-led nonprofit that equips veterans and military families to advocate for election reforms that expand voter voice, strengthen civic accountability, and make elections more open and competitive. To combat the disenfranchisement felt by many voters, Veterans for All Voters was created to advocate for election reforms that foster competition and amplify the voter’s voice. Originally starting as a small grassroots initiative, the organization has expanded into a national movement, with over 8,000 supporters and 800 active state leaders across all fifty states. With Carnegie support, Veterans for All Voters will scale a nonpartisan, veteran-led initiative to train at least 100 veteran civic ambassadors, formalize a national speakers program, and support more than 200 local leaders through community workshops—building a durable corps of trusted veteran civic leaders helping rebuild public trust and advance voter-centered electoral reforms that lead to a more fair political system.

Operating from Rwanda since evacuating students and staff from Kabul in 2021, SOLA is not solely an educational institution, but part of a broader movement resisting the systematic exclusion of Afghan women and girls from public life. The Danish Refugee Council (DRC) is expanding its model for anticipating and mitigating conflict-induced displacement into Nigeria and Colombia. Most responses to conflict-driven displacement are reactive, intervening only after violence has escalated and communities have fled. This project addresses that gap by combining displacement forecasting with community-based early warning systems to identify displacement risks three to four months in advance and mobilize pre-agreed responses before crises fully materialize. In Nigeria, the project will link forecasts to social cohesion programming and humanitarian mediation to reduce escalation in areas affected by recurrent inter-communal conflict. In Colombia, it will integrate forecast triggers within an existing rapid response mechanism to shorten response times and reduce protection risks. DRC is one of a small number of organizations working in the emerging field of anticipatory action for conflict, and co-chairs the Global Working Group on Anticipatory Action for Displacement with the International Organization for Migration. The project aims to contribute to reducing forced displacement and its humanitarian consequences while generating evidence and learning for the broader field.

City Year was founded in 1988 as a national service program to unite young adults for a year of full-time community service. City Year has grown from fifty corps members in Boston to more than 40,000 alumni having served in twenty-nine cities in the United States. Its Student Success Coach model places young people aged 18–25 in K-12 schools to act as tutors, mentors, and role models. They partner with teachers to provide data driven academic and other support for students, aiming to improve attendance, behavior, and academic performance to ensure graduation. With Carnegie support and in partnership with the Empire State Service Corps, City Year will leverage its hubs in New York City and Buffalo to expand its Student Success Coach Model across New York State. The program will train 2,000 Student Success Coaches statewide, and within that cohort, 1,200 coaches will receive training and practice in working across differences, constructive dialogue, and civic problem solving.

Since 4.0’s founding in 2010, it has provided education entrepreneurs with access to the resources needed to develop their ideas at the earliest stages and build a system where students and families are partners in the process of designing new solutions. 4.0 has invested in over 1,800 innovators across forty-five states, collectively impacting over nine million students, families, and educators. 4.0’s fellowship supports education entrepreneurs to develop their community-centered learning solutions, and their Alumni Pathways program equips entrepreneurs with additional tools and resources to secure funding, develop sustainable operational systems, and scale their ventures. Prior Corporation support enabled 4.0 over the past year, to engage 240 innovators in their fellowships, with $1M deployed to their ventures. In addition, over 500 entrepreneurs participated in professional learning through alumni programming and accessed over $5M of additional funding through partnerships and the broader 4.0 community. Since 2015, Transcend has worked with over 500 communities in thirty states to build a new vision for learning by engaging students, educators, and families in designing solutions to their most pressing problems of practice. Over a dozen of the most promising school models were developed or scaled through Transcend’s model and much of their work is available through their open-source Innovative Models Exchange, which features over seventy codified school models and reaches over 14k educators. Program evaluation data show that Transcend’s approach results in more positive student experiences, better educator and leader satisfaction and outcomes, and improved academic, attendance, and disciplinary outcomes. Prior Corporation support enabled Transcend to support numerous school partners, across various initiatives, impacting over 240k students through their Comp3 Design, Rural Schools Design Cohort, and Whole Child Model. A 2023 report from UNICEF estimates there are 35.5 million migrant children worldwide, the highest number of migrant children ever recorded. Every year, tens of thousands of children journey alone to the United States fleeing violence, war, political upheaval, and poverty with more than 535,000 unaccompanied immigrant children encountered by Customs and Border Protection at the U.S.-Mexico border since 2020. For more than fifteen years, Kids in Need of Defense (KIND) has created meaningful protections for children, informed policy changes, and offered direct legal and psychosocial services. With renewed Corporation support, KIND will continue to represent children – whose average age is 14 – in immigration courts, respond to policy changes, and advocate for systemic reforms that promote child welfare, ensuring unaccompanied minors receive fair, compassionate treatment, and vital support services for their well-being.
