Weave: The Social Fabric Project was founded in 2018 by New York Times columnist David Brooks, in partnership with the Aspen Institute, to spotlight and support the grassroots leaders and neighbors who are building trust, relationships, and community in local settings. The project aims to strengthen America’s civic fabric by rebuilding the social trust that supports a healthy democracy. The project responds to deep community disconnection, declining institutional trust, and weakening civic participation by supporting local “weavers” who build relationships, shared responsibility, and mutual care. With Carnegie’s support, Weave will enhance its Social Trust Map, an interactive experience showing different neighborhoods and their traits linked to social trust, to guide community action, develop relational skill building courses, and host four in-person local salons to model trust-building conversations. This support will expand the tools, training, and civic infrastructure needed to grow this trust-building movement and shift cultural norms toward mutual care.

The continuation of the Conservative Education Leaders Fellowship and planning for the Progressive Education Leaders Fellowship are pivotal steps toward fostering understanding and collaboration among diverse education leaders. The Bipartisan Roundtable and Public Event for Unified Policy Sharing aim to bridge ideological divides and promote public awareness of successful bipartisan approaches, fostering a centrist coalition in education. The United States is the most religiously diverse country in the world, yet over the past few years the country has seen numerous highly-visible hate crimes, including racially-motivated violence and attacks on religious sites and congregations. Of the 1,679 religion bias crimes reported in 2017 alone, 58 percent were anti-Jewish and 18.6 percent were anti-Muslim. Since 2011, the Aspen Institute’s Inclusive America Project has been bringing together people from across the political spectrum to build partnerships across different faiths. The work of the National Commission on Social, Emotional, and Academic Development (the Commission) coordinates these efforts and provides a national framework for policy, practice, and research. With current Corporation support, the Commission has led a national conversation about social, emotional, and academic development in preK-12 education; built a strong network of diverse stakeholders; and produced several seminal documents to guide the work of policymakers, practitioners, and researchers. With renewed support, the Commission will finalize and release a Report from the Nation, which will position the Commission’s recommendations within a broader frame that creates a sense of relevance, urgency, and impact across the education sector to embrace an evidence-based, whole-child approach to learning and development.

A confluence of factors make this a crucial inflection point in U.S. education: the significant shift toward more state autonomy and responsibility under the Every Student Succeeds Act (ESSA); persistent and substantial achievement and opportunity gaps; and an increasingly politically divisive context. As education reform aims to improve student outcomes in this environment, there is a need for a clear focus on systems, integration, coherence and whole-scale human capital improvement in order to avoid exacerbating the existing lack of coordination among programs, organizations and systems. The Aspen Institute Education and Society Program aims to address this in part by creating systemic approaches to professional learning, by (1) increasing the number of systems (districts, CMOs, and states) that have a clear vision, theory of action, and effective practices for building expertise among educators, (2) articulating a role for policy that advances high-quality, applied professional learning in schools, (3) forging an understanding of roles and responsibilities at all levels of education governance, and (4) establishing a clear relationship between high-quality, applied professional learning and curriculum and instructional materials. Disconnected and sometimes dueling education reform initiatives cause inefficiency, confusion, alienation and lackluster results. This lack of integration occurs at the federal, state, district and school level and within partner organizations, in part because (1) state education agencies (SEAs) and local education agencies (LEAs) lack the organizational capabilities, structures and incentives for effective cross-agency integration and collaboration; (2) SEA and LEA leaders design and roll out multiple policies and programs without the early and often engagement of educators; and (3) SEA and LEA leaders fail to understand how adults learn and how to tap the right professional and social networks to reach all teachers and principals. The Aspen Education and Society Program at the Aspen Institute and Education First are partnering to design and launch a State and Local Integration and Innovation Fellowship to address this challenge. Fellows will learn how to remove systemic barriers to collaboration and integration and create new structures to replace them, and to design policies that engage and motivate educators and foster the adult learning necessary for integration to occur in the classroom. As the United States becomes more diverse and fragmented, Americans are faced with a challenge to create a new and inclusive American identity that is greater than the sum of its parts. To address this challenge, the Aspen Institute’s Citizenship & American Identity program has launched a project called What Every American Should Know, which is creating a common base of civic and cultural knowledge that one needs to participate fully in society. With Corporation support, Aspen will convene community-based public events on this topic, with immigrants at the center, and then publish unique content that emerges from these sessions. Participants will address not only historical knowledge, but also practical knowledge required to “make it” as an aspiring American. The outcomes of the sessions, including the perspectives of immigrants, will be shared with non-immigrant communities, including policymakers, practitioners, thought leaders and the public.

The new Every Student Succeeds Act (ESSA) shifts responsibilities among, and affects the roles of, the federal government, state education agencies, and district leaders. In order to effectively manage the important work that awaits them, move to a prioritization of continuous improvement over compliance, and use the law to advance its central goal of equity, capacity needs to be built at each level of government for effective implementation. The Aspen Institute seeks to support each of these actors: districts, primarily by building in ESSA support for their existing network of urban superintendents; states, by creating a framework for using ESSA to advance equity and a discussion guide on working with districts; and the federal government, by convening and supporting the Aspen Senior Congressional Educational Staff Network. This grant supports work at each level, with an overarching focus on equity and fostering alignment between levels.

Among other founding principles, religious freedom set America apart from its European counterparts even in its nascent years. The ethic of religious tolerance still exists today, perhaps more so than in other western countries, but it is under significant pressure. Particularly since the terrorist attacks of September 11, 2001, religious intolerance has grown, establishing a national fault line that divides religious pluralists from extremists. Having identified this growing threat as a defining challenge for America in the 21st century, Aspen Institute’s Justice and Society Program launched the Inclusive America Project (IAP) in 2011 to examine best practice models for multi-faith engagement. With Corporation support, the IAP will convene its panel of national and local institutional leaders to conduct interviews with grassroots leaders and draft, circulate, and revise a new report. The panel’s findings and recommendations on religious diversity, bias, and extremism will focus on three levels: local community engagement; statewide policy in such areas as education and public safety; and federal grantmaking and strategic planning.

U.S.-Russia relations are at a low point, and yet many foreign policy challenges require the attention and cooperation of both countries. In order to facilitate in-depth discussion on transnational problems – such as confronting terrorism, nonproliferation, security, and energy – the Aspen Institute will hold a trilateral dialogue with members of Congress, the Russian Duma, and the German Bundestag outside of Berlin in May 2016. U.S., Russian, and German scholars will help stimulate and lead these analytical discussions, with the goal of fostering mutual policy understanding and defining areas of potential cooperation and collaboration. Ideas generated at the conference will be put into a policy action memo, and a public conference report will be distributed to U.S. policy makers and made available to the public on the Aspen Institute website.
