Internationalized conflicts in the Arab region continue with devastating human consequences. In complementarity to official diplomacy, Track 1.5 and Track 2 dialogues offer a means of identifying pathways toward conflict de-escalation and regional cooperation. Middle East Institute’s Dialogues Program organizes such discussions among stakeholder officials, advisors, and experts from the United States, Russia, China, and the Broader Middle East. Through a set of regular meetings and jointly drafted documents, participants grapple with current political and security dynamics and explore conflict mitigation and prevention mechanisms. In the next two years, this initiative will focus its efforts on dialogues involving the U.S., China, Russia, Iran, Iraq, Turkey and other regional actors including some attention to the current Middle East violence and its ramifications. Renewed support will enable private meetings and the dissemination of findings through briefings and publications. The program aligns with International Peace and Security (IPS) program priorities to address regional conflict. It builds on past efforts related to Iraq, Syria, and GCC-Iran relations.

In response, the Stimson Center seeks to foster a more informed and measured debate on North Korea among policymakers, nongovernmental experts, the media, and the public by providing accessible content and analysis on its authoritative website, 38 North.

Russia’s invasion of Ukraine is a major rupture in geopolitics, with far-reaching ramifications for security in the 21st century. As Russia’s war in Ukraine continues to escalate with a rising possibility of a direct military confrontation between the United States and Russia, dialogue between the two sides aimed at averting the dangerous outcomes is essential. As a leading non-governmental organization working on international peace and security, the Stimson Center will aim to organize consultative meetings between American and Russian experts on the risks of conflict escalation. The Center will also conduct scenario forecasting exercises, to predict potential trajectories for the conflict and their ensuing consequences for American and world security. The research will result in reports that will be shared with the appropriate policymaking communities.

A U.S.-Russia strategic stability dialogue was launched following the June 2021 summit between Presidents Biden and Putin. Its goal is to lay the groundwork for future arms control and risk reduction measures. In support of the initiative, the Stimson Center’s Russia Program proposes a series of confidence-building dialogues between American and Russian retired military and select experts. The dialogues will assess the risks of armed conflict escalation between Russia, the U.S., and its allies, and identify opportunities for cooperative multilateral engagement to prevent inadvertent military confrontation. The proposed project will leverage the power of Track II and issue policy reports and research papers that suggest solutions for cooperation between the two countries.

To address this need, the U.S.-Korea Institute (the Institute) at Johns Hopkins University’s School of Advanced International Studies (SAIS) seeks to engage policy circles, the media, and the broader public through increasing both the content and accessibility of information and analysis on North Korea on its authoritative website, 38 North. Additionally, when appropriate and feasible, the Institute will facilitate engagement between the United States and North Korea.

FMWG prioritizes policy goals, brings together experts across disciplines, and taps into the outreach potential of its international network. Through this grant, FMWG will continue to leverage its coalition of eighty member organizations to influence policy in the United States and globally. Priority areas include improving cybersecurity of nuclear facilities, minimizing highly enriched uranium (HEU), and preventing further accumulation of plutonium. FMWG will increase its focus on Congressional leaders and staff, and continuously engage executive branch officials, media, and the public.
