In response to growing U.S.-China competition in the Indo-Pacific, the United States has renewed focus on cooperation with allies and partners in the region, including Australia, India, and Japan (the Quad). A core challenge facing Quad nations is how to coordinate to de-risk their economic relationship with China. One issue of focus is critical minerals, which undergird much of the modern technology sector. China currently dominates critical mineral refining and manufacturing, motivating the Quad to find ways to reduce their reliance on China’s portion of the global supply chain and their vulnerability to potential disruptions. The Chicago Council will bring together experts across the industry, investment, and policy worlds to discuss how to improve coordination among Quad nations to secure critical mineral supply chains.

Historically, increased immigration has yielded positive economic and social benefits to the United States, the global community, and—most importantly—to immigrants themselves. Legal immigration fills critical labor gaps experienced by American businesses, reunites separated families, provides refuge to those fleeing crises and oppression, and introduces Americans to new cultures and ideas. Founded in 2015, the Niskanen Center is a nonpartisan, centrist think tank and policy advocacy organization that uses a rigorous, evidence-based approach to engaging policymakers across the political spectrum around policy issues. The center’s immigration program is committed to protecting vulnerable immigrant populations, relieving labor shortages, and energizing the economy by expanding immigration pathways. With Corporation support, the Niskanen Center’s immigration program will educate policymakers about the current state of immigration in the United States and advocate for pro-immigrant policy solutions that are innovative, practical, and politically viable.

JobsFirstNYC (JobsFirst) was created in 2006 as a neutral intermediary to address the workforce needs of out-of-school, out-of-work young adults in New York City. Their mission is to develop and advance new solutions that transform systems supporting young adults and their communities in the pursuit of economic mobility. Most recently, with Corporation support, JobsFirstNYC has been deeply focused on a collaborative systems approach to prepare rising generations for the post-pandemic economy. Despite some bright spots, the systems designed to support young adults are fragmented, antiquated, and ill-equipped to answer this urgent call for change and lack a cohesive strategy. Previous support from the Corporation led to the development of a collaborative framework. JobsFirst will utilize grant funds to expand and implement a related policy agenda that promotes effective economic mobility solutions for young adults in NYC. The framework will be utilized to expand engagement field-wide and advance collaborative systems change around standardizing career readiness across NYC schools.

Districts and school systems across the country are turning to high-quality instructional materials to improve educational outcomes. However, teachers still need support in implementing these materials to improve student outcomes. The Center for Public Research and Leadership (CPRL) at Columbia University conducts high-impact research and development projects with state agencies and school districts, while also developing resources to expand access to high-quality education for all students. Through this renewal grant, CPRL will field test and finalize the Curriculum Implementation Change Framework, a toolkit for practitioners to address change management during curriculum implementation. This will build the capacity of district and school leaders and inform professional learning interventions.

Washington DC is renowned for its proximity to power and the potential for long-term career mobility. Yet, the wealth gap in Washington DC is jarring – the average net worth of a white family in DC is $285,000 compared to $3,500 for the average black family. CityWorksDC aims to create an equitable education-to-employment pipeline by providing students from marginalized communities with the social capital, credentials, and paid career-based training necessary to achieve socio-economic mobility. CityWorksDC plays a crucial role in the DC ecosystem by hosting citywide youth apprenticeship programs that provide real work experience and leading strategic initiatives that aim to convene influential stakeholders citywide. Support from the Corporation would enable CityWorksDC to create systems-level change citywide to ensure that students from disadvantaged backgrounds have the same access to career mobility as their more affluent counterparts.

Description

The COVID-19 pandemic illuminated and exacerbated longstanding disparities in educational opportunities available to students across the country. In order to address these inequities, practitioners and policymakers need access to comprehensive data about the gaps in the system and the opportunities to improve. With Corporation support, MarGrady Research developed a data dashboard to track segregation in states and school districts across the country and began to use the dashboard to analyze segregation in select districts.Continued Corporation support will enable MarGrady Research to refine and disseminate the dashboard as well as complete case studies to inform policymakers, system leaders, and researchers.

Description

Yearsof education innovation have resulted in exemplary school models, but many of those schools do not become known beyond the communities they serve and thereis no mechanism for systematically elevating best practices and lessons learned. The Canopy project, launched with support from the Corporation, Overdeck Family Foundation, and the Barr Foundation in 2018, addresses this gap by publishing an open-source database of innovative schools and producing research on those schools’ practices. The project is co-led by the Center on Reinventing Public Education and Transcend, organizations with complementary expertise in research and practice. Over the last five years, the Canopy project has surfaced 725 unique schools from 153 nominating organizations, 310 of which are featured on the Canopy website, and published reports to inform the field during a time when there is significant demand for reimagined learning experiences. Continued support will enable the Canopy project to maintain and refine the core data collection process, leverage findings into accessible products for education decision-makers, and document evidence of impact of innovative schools.

Bank Street College of Education has been a leader in progressive education, a pioneer in improving the quality of classroom practice, and a national advocate for children and their families since 1916. For over one-hundredyears, Bank Street’s child-centered approach to education has helped public schools and districts to support students’ social-emotional health while pursuing rich and vigorous learning environments. Bank Street now endeavors to scale the support they offer to districts by intentionally partnering with school districts nationwide that do not have access to high-quality schools of education partners. By doing so, Bank Street will improve the quality of pre-service and in-service teacher training, ultimately improving the quality of education that students receive. Support from the Corporation will allow Bank Street to engage in a strategic planning process to leverage existing strengths and relationships, and identify and pursue the additional capacity needed to establish Bank Street as a core teacher-education partner in these new markets.

The Association of College and University Educators (ACUE) mission’s is ‘student success and equity through quality instruction’. Founded in 2014 with higher education leaders and partnering institutions, ACUE awards the only nationally recognized credential in effective college instruction endorsed by the American Council on Education (ACE). ACUE’s effective teaching certifications, held by over 25,000 professors and staff nationwide at hundreds of institutions, are widely recognized as the marker of excellence in college instruction. ACUE’s two-dozen-plus longitudinal and peer-accepted research studies show closed achievement and equity gaps among students taught by ACUE Certified faculty. Continued Corporation support will allow ACUE to certify up to 1,000 postsecondary faculty and staff nationwide in its signature DEI micro-credential, “Fostering a Culture of Belonging” (FCB), benefiting 125,000 postsecondary students annually, given typical teaching loads.

Formed in 1979, the National Association of System Heads (NASH) is the association of the chief executives of forty-three-college and university systems of public higher education in the United States, which educate approximately three-quarters of the nation’s students in public, four-year higher education, and a significant proportion of students seeking two-year degrees. Through NASH’s leadership, higher education system leaders have adopted a transformation agenda for public higher education systems named The Power of Systems to work collaboratively in improvement cycles to deliver an impact on student success at scale, with particular emphases on the redress of inequities and the promotion of economic and social mobility for all. Shared Lane Consulting Services was founded in 2021 with a mission to promote diversity and equity of access to digitally enabled careers. Its work supports schools and organizations developing youth career pathways by building curriculum and teacher training around IT career opportunities within the high-demand tech-enabled economic sectors. Shared Lane continues to build the Technology Career Exploration Program (TCEP) that prepares motivated and curious adults who are unemployed or underemployed for successful careers as tech professionals and creates onramps for businesses that need their talents. Funding will enhance TCEP via a pilot project that removes tactical barriers high school students face when enrolling in workforce training and iterate on resources for high school counselors to assist in opening up pathways for youth who are most under-represented in high-demand careers.

Education Strategy Group (ESG) is a mission-driven consulting firm that works with America’s education, business, and civic leaders to expand economic opportunity and mobility by increasing educational attainment. Although many national efforts focus on supporting career pathways that begin in high school and articulate to postsecondary programs that culminate in credentials with labor market value, too few key education stakeholders understand the importance of these opportunities in the economy. Understanding this is especially important given the significant workforce shifts resulting from the pandemic. With past Corporation support, Education Strategy Group (ESG) produced a set of tools and strategies for engaging stakeholders about the changing economic environment and the role that education and training beyond high school play in opening doors to the workforce. With continued support from the Corporation, ESG will share learnings and lessons from planned community workshops as well as update and build new resources for the communications toolkit as needed.

During the pandemic, college enrollment sharply declined, disproportionately affecting under-resourced school graduates. Beginning in 2020, the Modern States Education Alliance responded by creating a new, model New York City-focused program providing wraparound services directly within City high schools, built upon its well-known Freshman Year for Free effort’s unparalleled online, digital public library of great courses. The program supports learners in passing College Board-sponsored exams, earning them free course credits at nearly 3,000 colleges and universities throughout the nation. It successfully served over 600 students from twenty-three participating high schools in its first year, with a test-passing rate of over 80 percentexceeding the national rate.To date, over 2,500 students have signed up and completed over 1,500 college-level courses. With continued Corporation support, Modern States hopes to reach out to more high schools as they work towards 100 percentparticipation in NYC as well as expand the program to other cities.

Early career journalists entered their profession when little attention was paid to nuclear weapons-related issues and without the formative experiences of the Cold War.With fewer opportunities or imperatives to learn the technical, historical, or political issues associated with nuclear weapons, this cohort of journalists is at a disadvantage when it comes to analyzing nuclear issues.With this project, Atomic Reporters will provide training and fellowships to early career journalists to help them better understand and focus increased attention on these issues.The project will bring together twenty five young journalists in a workshop in the University of New Mexico’s department of communications and journalism with fields trips to the Trinity test site and possibly the Los Alamos National Laboratory. The project will also include a networking component to connect journalists with experts in nuclear weapons issues.

In a conflict, a state with nuclear weapons may threaten to use those weapons to signal commitment to a goal or to manipulate risk in an attempt to get the adversary to back down.Such nuclear signaling has been used by Russia in the war in Ukraine but it has also been a feature of numerous conflicts between India and Pakistan.Using these cases, this project will assess the effects of nuclear signaling and threat-making to develop policy recommendations to avoid their destabilizing roles and thus the risk of nuclear war.The case studies will be based on intensive research and include interviews with relevant policymakers and others involved in crisis management in each country.The resulting report and recommendations will be disseminated through policy briefings and available online.

Peacebuilding is a complex process that requires regular evidence generation to adapt to rapidly changing contexts and ensure relevance. However, the integration of evidence faces several barriers, including a lack of incentives for academics, limited capacity among policymakers and practitioners, and a disconnect between academia and practice. This project aims to overcome these barriers through a research-policy-practice partnership between American University’s (AU) Research on International Policy Implementation Lab (RIPIL) and the Life & Peace Institute (LPI) focused on peacebuilding challenges in Africa. AU and LPI will develop a joint post-doctoral program that identifies innovative research questions important to peacebuilding stakeholders, involves policymakers and practitioners throughout the research process, and engages them with research findings.

With the growing challenges society is facing, we must focus on building systems that can constantly adapt and transform in order to enable all children—particularly the most marginalized, who have been even further disadvantaged by the pandemic—to navigate an uncertain future and help shape it into a better one. To drive this level of systems change, we need to develop leaders who can operate at every level of the education system to ensure that necessary change comes to the whole ecosystem surrounding children. Teach For All’s Systems Impact Research Accelerator (SIRA) endeavors to research one model of this type of leadership, Collective Leadership. With support from the Corporation, TFA will complete case studies with up to eightpartners describing how their work is achieving systemic impact and design additional research to further substantiate any claims or hypotheses in the case studies in need of additional evidence. Long term, TFA aims to generate evidence on how to develop collective leadership, develop methods to measure impact on a systems level and ways to accelerate impact, and lastly, influence and inform the global education discussion on the importance of collective leadership development.

While teacher shortages and teacher pipeline issues have been well-researched, the field is lacking access to quality and actionable information about the exemplary innovative talents and staffing approaches schools are taking. It is not widely understood what successful new approaches look like, or what the policy conditions are that make these approaches possible or challenging. With support from the Corporation and in partnership with four additional national funders, Bellwether will conduct a landscape analysis to (1) distill existing research and conduct qualitative research with practitioners (teachers and school/system leaders) who are addressing talent and staffing challenges to better understand and communicate the “pain” in teaching and learning and the human capital and broader challenges contributing to this “pain”; (2) identify and describe innovative models and promising approaches for organizing talent to perform the “jobs to be done” for students; (3) identify local, state, and federal policy opportunities to drive innovation; and (4) identify funding gaps, opportunities, and potential tipping points ripe for exponential impact.

Currently in California, there is an $85M investment in a statewide professional learning infrastructure for mathematics, science and computer science, along with millions more in long overdue discretionary funding that districts and charter school systems can use to support implementation of the California Next Generation Science Standards. As an essential provider of science professional and leadership development in the state of California, the Exploratorium is a founding member and sponsor of the California Partnership for Math and Science Education’s statewide science community (CPMSE). Through this grant, CPMSE seeks to address the reported lack of awareness about these state level investment opportunities, as less than a quarter of California school systems currently include science in their recovery plans.The work proposed will a) support school systems across California to understand how to access the state’s 2022 investments to prioritize science education, b) work with a portion of these school systems to write and launch science implementation and professional learning plans, and c) design ongoing professional learning supports for school system leaders to aid with science implementation.

Geopolitical rivalry among the major powers is growing, with potentially profound implications for global order. Simultaneously, global security is being undermined by regional and localized disputes with the potential to become dangerous flashpoints, and the uncertain trajectory of the war in Ukraine and its aftermath. Increasing mistrust among the major powers also hinders cooperation on a range of common security concerns. With Corporation support,the Council on Foreign Relations’(CFR’s) Center for Preventive Action (CPA) is leading a project that brings together international policymakers, analysts, and academics to assess the growing risk of armed conflict between the major powers and practical ways it could be mitigated. CPA will also continue to monitor and analyze other threats to international peace and security.

Oftenthe greatest barrier to meaningful change is a lack of representation or guidance from the people that policies directly affect. Amplifying the voices of families, youth and educators, therefore, is essential in order to change systems. In an effort to ensure that community voice is present in policy decision-making, the Schott Foundation launched the Opportunity to Learn (OTL)Policy Commission. The OTL Commission serves as a national hub for the development and dissemination of community-informed policies, tools, and tactics, and a place to formally facilitate ongoing collaboration between grassroots leaders and key decision-makers in addressing issues of racial equity and justice in education. With support from the Corporation, the OTL Commission will convene members to discuss key issues related to assessment and accountability in public education and produce a series of relevant and community-informed policy recommendations for federal education officials and policymakers.

This project seeks to investigate, analyze, and develop a plan for a funder collaborative to support the field in combatting the anti-equity backlash in higher education. EducationCounsel has been intensely engaged with funders in the K-12 community dedicated to supporting a clear campaign to support educators and the broader community in their equity-oriented work; they are interested in exploring whether similar work with a group of funders in the higher education space is needed and would be effective given the differing context of the two systems.

Teacher preparation programs often lack meaningful training on how to best engage families, which is one of the greatest barriers to increasing family engagement in schools. Since 2014, the National Association for Family, School, and Community Engagement (NAFSCE) has advanced policies and practices for family and school engagement to promote student learning. NAFSCE is piloting a Family Engagement Pre-service Framework, to guide the expansion of family engagement curricula in educator preparation programs. Through this renewal grant, NAFSCE will (a) deepen its understanding of the Framework’s implementation across nine collaboratives in four areas: coursework, clinical practice, program design, and policy, (b) design an evaluation plan, and (c) build awareness of the Framework among state education agencies, districts, and education schools.

Description

Research has shown that student achievement increases when parents are engaged in their children’s learning and that strong family-school partnerships are the foundation for family engagement. Applying best practices in family engagement to local contexts however requires an understanding of the conditions and capabilities that support engagement, particularly at the school and district levels. The Institute for Educational Leadership (IEL) has been partnering with district leaders to capture best practices and to support the field in deepening its implementation of effective and systemic engagement efforts while enhancing professional development opportunities for teachers, principals, and school staff. Since 2014, IEL has organized the National Family Engagement Conference, the nation’s largest convening for the family and community engagement field, with over 200 district leaders representing more than 9,000 schools across forty-four states working to improve district practices in support of families. The Corporation will support IEL’s 2023 National Family and Community Engagement conference in order to continue sharing best practices, integrating strategies such as capacity building and leadership development, and moving toward a more systemic engagement of parents and families across the country.

Literacy levels across the country have been heavily impacted by the disruptions caused by the COVID-19 pandemic. Both families and schools are struggling to help students reach the desired outcomes and for low-income families, these hardships are especially prevalent given the lack of resources and academic support available for their children. Local organizations are stepping in to help mitigate these undesired outcomes by providing literacy support and building the capacity of families.The Memphis Lift is a movement by and for parents and grandparents whose children attend or are zoned to chronicallylow-performing schools in Memphis, Tennessee. Founded in July 2015, The Memphis Lift network has grown to become a passionate group of over 1,000 parents, grandparents, and concerned community members who feel their children have been underserved and are ready to act on the issues. Through this proposed grant, the Corporation would support Memphis Lift’s literacy campaign to assess the literacy levels of the children in Memphis and provide families the necessary training and resources to help improve literacy outcomes.

The Ukraine war has drawn attention to the danger of nuclear weapons but also the ability of states to defend themselves with conventional forces. Previous research on defensive defense, or non-nuclear deterrence, has suggested that conventional forces can be postured effectively to enable a state to resist aggression without reliance on nuclear weapons and without leading to concerns about a conventional arms race. This project will research the history of non-nuclear deterrence and through a core working group of practitioners and academics, assess its applicability to states within NATO and its potential for laying the basis for nuclear reductions.

This is the first grant to Cambiar, a nonprofit focused on student equity, to implement Thrive, a multi-year initiative co-funded by the Walton, Bill and Melinda Gates and Overdeck Foundations. The problem the Thrive initiative aims to solve is that although evidence has shown that student data is available for families, it is not always user-friendly or equally accessible for low-income and marginalized families. Thrive will award grants to education organizations and conduct action research about how to provide parents with information in ways that are culturally responsive and effective. One in tenchildren are raised by a grandparent due to the opioid epidemic and gun violence in Philadelphia.Supportive Older Women’s Network, an organization that is a member of the Corporation’s RFP cohort, works withlow-income students of color raised by their grandparents and helps keep them away from the foster care system. In year twoof this project, Philly Families Read Together, SOWN will pilot a new intervention to improve collaboration between teachers andgrandparents. The expected impact of this work is as follows: (a) Increased literacy skills and attendance for elementary-school students being raised by grandparents, as measured by student progress in Star Assessments; (b) increased collaboration and communication between grandparents and school, measured through the increase in grandparent participation in parent-teacher conferences; and (c) increased teachers’ skills in working effectively with grandparents, particularly in co-creating ideas and strategies for improving the children’s literacy.

To make these instructional shifts, teachers need support in the classroom to provide students meaningful and engaging learning experiences in science education. The National Science Teaching Association is committed to best practices in teaching science through professional learning, partnerships, and advocacy, with over 30,000 members in the science education field looking towards them for guidance. Through this renewal grant, they will complete the development of a video library resource of exemplars of high-quality science instruction in the classroom and high-quality curriculum-based professional learning connected to OpenSciEd. They also plan to launch a new strand of work to conduct external teacher-led reviews of OpenSciEd elementary science instructional units to inform the development process and provide quality assurance.

Recognizing that many educators and school staff lack training around family engagement, Families and Schools Together (FAST), an education nonprofit founded in 1988, created the FAST Institute for Family Engagement. This professional development program trains parent liaisons to partner with families to support children’s education. Their current grant focused on providing professional development to District parent coordinators in Milwaukee, expanding their knowledge, skills, and attitudes about family engagement work. With renewed funding from the Corporation’s RFP on family engagement to support student learning, FAST will continue that work and include a direct focus on shifting the culture of schools and the district. By providing technical assistance to the district-level family engagement team, they will build capacity in the district to continue this project once it ends. They also plan to prepare toscale to more districts across Wisconsin and other states.
