The National Academy of Sciences Committee on International Security and Arms Control runs one of the longest-standing U.S.-Russia Track II dialogues on strategic stability and nuclear dangers. For nearly 45 years, it has offered an uninterrupted channel for technical exchanges, policy analysis, and joint problem solving between top experts, even during severe tensions. With renewed support, NAS will continue biweekly virtual meetings on nuclear modernization, space security, arms control, and the integration of advanced conventional and nuclear capabilities. These efforts will help develop new recommendations for risk reduction and sustain relationships essential for crisis management.

The National Academies’ Board on Science Education proposes a two-day public workshop to advance media literacy education for youth at a critical moment in the information landscape. In today’s fragmented, AI-driven media environment, young people face growing challenges in evaluating sources, identifying misinformation, and engaging meaningfully in civic life. While media literacy is increasingly recognized as essential to civic engagement, its implementation across schools and informal settings—such as libraries and museums—remains uneven, with limited cross-disciplinary integration and unclear measures of success. This hybrid workshop will bring together educators, researchers, and practitioners to share promising practices, highlight evidence gaps, and explore how to embed media literacy across core content areas. Proceedings including a report and resources will be made publicly available, with the National Academies Press ensuring broad dissemination. This timely convening offers a strategic opportunity to strengthen media literacy, promote civic readiness, and build youth resilience to misinformation.

Although many global issues increasingly require international technical and policy cooperation, the fields of science, technology, and health have become contested areas between the United States and China. The National Academy of Sciences (NAS) has a long history of conducting “science diplomacy” with the belief that expert, bilateral dialogues on important—but less politically sensitive—issues can strengthen the international scientific community and open the way for improving relations in other areas. In that spirit, with Corporation support, the NAS Policy and Global Affairs Division established a Subcommittee on U.S.-China Scientific Engagement to explore how to reestablish such cooperation. Subcommittee members will continue to meet with their Chinese counterparts to discuss collaboration on a series of topics, including health in an aging world, urbanization and sustainability, and food and nutrition.

Abraham Lincoln established the National Academy of Sciences (NAS) in 1863 to provide independent advice on scientific matters. It houses the Committee on Population (CPOP), a multidisciplinary committee that serves as a unit to bring the knowledge and methods of the population sciences into major issues of research and public policy. The committee aims to address the need for a comprehensive, evidence-based understanding of forced migration trends, resettlement outcomes, and the impacts on various aspects of U.S. society. With Corporation support, the Committee on Population will conduct a comprehensive study on forced migration and U.S. resettlement, leveraging the expertise of the National Academies to provide evidence-based recommendations for more informed and coherent policies. The study will focus on addressing the challenges and consequences of forced migration in the United States, particularly in the context of refugee and asylum policies.

The Board on Science Education (BOSE) within the National Academies provides national leadership in science education across the lifespan both in and out of school through major synthesis studies, evidence-based guides for practitioners, public meetings, and outreach to leaders in science education and education policy. Through a five-day virtual summit they hosted, BOSE found that parties invested in science and engineering education needed the support of a neutral but dynamic coordinating body to develop evidence-supported strategies than can address the challenges and opportunities of implementing state-level science standards and sustain common policy and practice agendas in schools and districts. Through this grant, BOSE will establish a coordinating body that brings together a diverse cadre of stakeholders to develop a coherent strategy to support science standards, coordinate a community of practice, build evidence-based policies and tools, and develop a communication and engagement strategy to advance K-12 science education and improve outcomes for students.

The Russian invasion of Ukraine has caused further deterioration U.S.-Russian communication over nuclear issues.But such exchanges are even more important when tensions are high and with the approaching expiration of the last remaining bilateral nuclear arms limit. With renewed funding, the Committee on International Security and Arms Control of the National Academy of Sciences will continue its technically-focused Track II dialogue with the Russian Academy of Sciences on issues related to strategic stability. The in-person dialogues between the two academies began in the 1980’s and have provided a forum for productively discussing, analyzing, and briefing policy officials on issues of importance to both Russia and the United States.Since March 2020, the dialogues have moved to a virtual format.

The widespread adoption and ongoing implementation of college and career-ready academic standards in literacy, math, and science are helping to move K-12 toward a common vision for what students need to know and be able to do. Similarly, there are on-going efforts at the undergraduate level to shift education in science to reflect learning research. These efforts, however, have not yet created coherence across all levels of the system. A call to action is needed that can bring attention to the importance of science and STEM education while also providing guidance on the policies that can create greater coherence across K-12 and into the undergraduate years. Through this grant, NAS will develop a national call to action to advance science education in K-12 and post-secondary education in ways that will prepare students to face the global challenges of the future both as engaged participants in society and as future STEM professionals.This guidance will be based on evidence from research on learning as well as examples of successful programs and policies.

The COVID-19 epidemic presents unprecedented challenges to the country’s K-12 education system with the closure of schools across the country and little time to plan for continuity of instruction. States and districts are now trying to develop coherent plans for the reopening of schools in the fall and for supporting students’ learning and addressing the consequences of learning disruptions during the 2020-2021 school year. As schools adjust their plans for students’ learning, they need guidance about how to make the necessary changes to curriculum and instruction across subject areas, including science. In response to this need, the Board on Science Education of the National Academies of Sciences, Engineering and Medicine will develop guidance for schools on how to prioritize science content and maintain effective, evidence-based approaches to science education in the context of increased use of virtual and distance learning.

The Board on Science Education (BOSE) at the National Academies of Sciences, Engineering, and Medicine provides guidance to the nation on a range of issues in science learning and education for both schools and informal learning environments. At its fifteenth year, BOSE is undertaking an evaluation of its activities that will inform their strategy for the next decade and produce reports for key funders and other stakeholders. Education Development Center (EDC) will conduct the third-party evaluation of BOSE and the role it plays in science education research, policy, and practice landscape. The evaluation will help BOSE understand: 1) their impact, value, and position as an independent, standing body for increasing impact in the field; 2) their most valuable contributions to the field and why; 3) their current ties and connections to audiences across the STEM field and where they can strengthen those relationships to extend their reach and impact; and 4) how to better leverage the current, national attention to the importance of STEM education.

The primary goals are to improve government decision-making and public policy, increase public understanding, and promote the acquisition and dissemination of knowledge in matters involving science education. Through this grant BOSE proposes to convene an expert committee to conduct a consensus study to provide evidence-based guidance on effective approaches to science and engineering instruction in prekindergarten through fifth grade. The committee will consider how new approaches can be incorporated into early childhood and elementary classrooms. Through open sessions, committee members will hear from interested stakeholders such as education researchers, science teachers, state and district leaders, curriculum and professional development providers. The final report will provide recommendations for incorporating science education in kindergarten and elementary schools aligned with the vision of Next Generation Science Standards.

Elementary and secondary science education in the United States is undergoing a transformation shaped primarily by the Next Generation Science Standards (NGSS). As states move forward with the implementation of new science standards they face many challenges; however, there are few mechanisms available to help districts collaborate within and across states. The Board on Science Education at the National Academies of Sciences, Engineering and Medicine, a recognized leader in science education, proposes to hold a one-day meeting to bring together district science leaders engaged in implementing new science standards. The meeting will involve several national leadership organizations, such as Achieve, the National Science Teachers Association, and the American Association for the Advancement of Science, that have been involved in the new science standards initiative since its inception, along with other Corporation grantees working to support the implementation of the NGSS. The outcome will help inform how organizations can work together to build district capacity and support collaboration across districts.

Americans’ trust in media continues to fall, however, leaving a gap in institutions on which to rely for news and data. The National Academy of Sciences (NAS) proposes to step into that gap with a new public engagement initiative, entitled “America Asks: Science Answers,” which will aim to identify the scientific questions Americans ask most and then provide answers to those questions in clear, easily digestible formats. With Corporation support, using research conducted by top scientists and experts, NAS will address some of the most common and contested scientific questions of today, including those related to climate change, evolution, genetically modified organisms, and vaccines.

In 2012, the National Academies of Sciences, Engineering, and Medicine issued a report, Research Universities and the Future of America: Ten Breakthrough Actions Vital to Our Nation’s Prosperity and Security, highlighting the role of research universities in the nation’s economic development and calling for greater public investment in universities. The report was well received and some of its recommendations have been implemented—for example, the recently passed 21st Century Cures Act included language easing federal regulations on university research scientists, as the report recommended. However, many critical issues, such as increasing university cost-effectiveness or the lack of state appropriations for higher education, have not been addressed. In recognition of the five-year anniversary of the publication of the report, the National Academy of Sciences’ Board on Higher Education and Workforce plans to hold a national convocation to renew discussion of the report and consideration of its recommendations, with Corporation support. The event will bring together approximately 100 national leaders from higher education, business, the non-profit sector, and federal and state government in the fall of 2017 to examine the role of research universities in the economic, social, and cultural well-being of the nation.

In the wake of the 2000 national election, the limitations and failures of America’s voting technology came to the fore. With the 2016 national election now looming, aging and outdated voting machines across the country are yet again a major concern. With Corporation support, the National Academy of Sciences (NAS) will study the use of voting technology during this year’s election. It will then produce a report that will aim to bring national attention to issues associated with voting technology and offer recommendations that provide a vision of voting that is more accessible, reliable, and verifiable. The NAS will disseminate and promote the report with the goal of encouraging policy change in the field of voting technology.

Even before the rift over Ukraine, arms-control talks between the United States and Russia were paralyzed because of concerns over military capabilities other than strategic nuclear weapons: missile defenses, prompt global strike, boost-glide systems, space security, and cyber warfare. The National Academy of Sciences (NAS) and the Russian Academy of Sciences (RAS) will conduct a series of bilateral Track 2 meetings to investigate these challenges and lay the ground work for future progress. The longstanding NAS-RAS dialogue has provided a forum for ventilating issues that Russian and U.S. officials say cannot be aired in official talks. One reason for its success is that it grounds these dialogues with a technical foundation before moving to policy implications.

In response to recent scientific and technological developments and changes in collaboration among scientists across the globe, the National Academy of Sciences (NAS) recently assessed the capacity of the Department of State (DOS) to draw effectively on the science and technology assets of both the United States and the broader international scientific community to carry out its diplomatic responsibilities. The resulting study, published in 2015, indicated that a cultural change is needed within the DOS and U.S. embassies so that science and technology competence is considered as important as language fluency and area expertise when it comes to diplomacy. In partnership with the Council on Foreign Relations, NAS will now convene small groups of foreign policy and science experts to help the DOS address future foreign policy issues and diplomatic responsibilities that are interlocked with science and technology concerns.
