Preventive Priorities Survey 2023

To help focus U.S. conflict prevention and crisis preparedness efforts, the Council on Foreign Relation’s Center for Preventive Action conducts an annual survey of foreign policy experts to assess which potential contingencies in the coming year deserve more attention and resources than others. Preventive Priorities Survey 2023 ranks thirty plausible contingencies in order of their likelihood and potential U.S. impact.
