Description
The Urban Schools Human Capital Academy (USHCA) is the national leader in human capital reform in education and is dedicated to the development, support, and networking of leaders with human capital responsibilities. The mission of USHCA is to ensure that all students, especially those who have been historically underserved have access to effective teaching. Since its founding in 2011, USHCA has supported states, districts, schools, and partner organizations to align, manage, and leverage their educators’ talents to best meet student learning goals. Their support also drives the retention of teachers, leaders, and other school staff. To date they have served over 115 school districts and sixteen state departments of education, training over 1000 education leaders, through services such as human capital assessments, team-based Academy workshops for districts and states, a teaching accelerator designed to increase access to effective teachers, and custom coaching. With this final grant, USHCA will continue its work to support school districts with the implementation of effective strategies to address current teacher shortages and drive state and local policies that enable more effective future talent management.

They do this by strengthening the capacity of district human resource (HR) departments to better align with the needs of schools. Through this renewal grant, USHCA will continue to work to more closely align talent work across all levels of the system and support a dialogue to create coherence across talent strategies.

Since 2011 Urban Schools Human Capital Academy (USHCA) has been working with states and districts across the country on creating effective strategic human capital systems. Their current grant with states has further informed how states can better support districts in their human capital work. Through this renewal grant, USHCA will continue to work to more closely align talent work across all levels of the system and support a dialogue to create coherence across talent strategies, through (a) working with additional states and districts to increase alignment on key talent challenges, (b) growing and deepening the network of talent leaders in the field able to address these challenges, (c) expand USHCA’s voice in the field and reach as the education sector’s thought leader for practical approaches to effective talent management, and (d) position the organization for long-term sustainability.

The quality of the teacher in the classroom and principal in the school is one of the most important in-school factors for student learning. That being said, the individuals and teams charged with recruiting, developing, and retaining highly effective teachers and leaders are often ill-equipped to lead this work. It is in this context that the Urban Schools Human Capital Academy (USHCA) began its work in 2011 to develop, support, and network human capital leaders. But developing current system leaders alone is not enough, the identification and development of future leaders who are ready to lead this work is also critical. Since 2015, USHCA has worked to prepare and network a new generation of human capital leaders in the field through the Emerging Human Capital Leaders Initiative (EHCLI). Through this grant, USHCA will assume leadership of the program and complete the planning and recruitment cohort five of the Emerging Human Capital Leaders Initiative.

Through their current grant with states and districts, USHCA learned that states are unaware of how their actions are playing out in decisions about teachers’ hiring and retention in districts. Building on these learnings, through this renewal grant, USCHA will (a) support states and districts as they work together to apply best practices in teacher human capital management; (b) enable state and district collaboration so that states facilitate improved teacher recruitment and retention practices at the district level through direct, differentiated services to districts; and (c) share lessons learned with districts and states to shift the focus of teams that are responsible for recruiting and retaining effective teachers from compliance to strategic management.

Description
Urban Schools Human Capital Academy (USHCA) began in 2011 working with urban districts across the country on creating strategic human capital systems to ensure all schools had effective teachers and leaders. This makes USHCA uniquely positioned to support the work of states as they embark on a shift, catalyzed by the passage of the Every Student Succeeds Act (ESSA), from compliance-oriented to strategic institutions that influence the human capital ecosystem. With Corporation support, USHCA developed the State Human Capital Alliance (the Alliance) to work at the state-level and launched the first cohort of eight states in 2017. This renewal grant to USHCA aims to expand the work of the Alliance with a second cohort of eight states, and continue the progress made with the first cohort of eight states. The new cohort will complete a diagnostic assessment to understand their current practices and support they provide to districts. They will convene, along with the previous cohort of states, to learn from experts and one another on strategies for improvement. Additionally, states will receive ongoing technical support and tools from USHCA.

Over the last decade, State Education Agencies (SEAs) have evolved from a more compliance or regulatory role in education supporting and managing performance of individual districts, schools, and charter management organizations through alternative governance models. Despite greater awareness of opportunities for more strategic management, change at the state-level has been slow and, thus, hindered change at the district and school-levels. To address this, Urban Schools Human Capital Academy (USHCA) seeks to create a State Human Capital Academy, modeled after its work with districts. In doing so, USHCA aims to not only impact the work of SEAs, but also accelerate the work of districts poised for change that are located in participating states. Through this grant, USHCA will plan the launch of this academy, work with critical partners to capture best practices and assess interest, and engage those states that are ready to commit to change. Further, this work at the state and district levels requires leaders who understand the importance of human capital management and seek roles as change agents. To address this need, USHCA proposes to continue to work with partners on the Emerging Human Capital Leaders Initiative (EHCLI), focusing its efforts on content creation and program delivery. By supporting the State Human Capital Academy and EHCLI, CCNY furthers USHCA’s work to advance alignment of policies, actions, and outcomes, promoting practices that support a coherent human capital strategy and lead to the implementation of highly effective talent management structures and identification of sustainable talent pipelines.

Founded in 2011, the Urban Schools Human Capital Academy (USHCA) partners with school systems to build their capacity to effectively support and develop human capital management systems. Through its extensive work with school districts, USHCA has determined that the conditions and policies set at the state level play a large role in districts’ – particularly urban districts’ – ability to improve the quality of their individual workforces. Conditions and policies at the state level are often compliance-oriented and hinder, rather than support, a district’s ability to attract, deploy, and retain the best teachers and leaders. This grant will enable USHCA to address these challenges by expanding its support to State Education Agencies (SEAs). USHCA will develop and launch the State Human Capital Alliance, a program focused on helping SEA staff understand how their work directly impacts talent management in districts, as well as how to identify and implement the changes necessary to better align state practices and policies with district needs.
