Immigration is simultaneously a foreign policy issue influenced by domestic policy, and a domestic policy issue that has foreign policy and national security implications. Over the last 30 years, immigration laws and policies have fallen out of sync with geopolitics and evolving economic and civil realities. Founded in 2004, the Truman Center for National Policy is a nationwide membership organization comprised of diverse leaders, many from national security and policy backgrounds, committed to shaping and advocating for smart national security solutions. The Truman Center believes that the United States’ national security interests are effectively served through advancing immigration policies that are humane and rules-based and increase the country’s economic competitiveness. With Corporation support, the Truman Center will conduct original research and help its network of national security scholars educate policymakers on the need for humane immigration reform.

As one-time funding for a project on investing in city and state diplomacy as part of grantmaking on exploring the connections between U.S. domestic and foreign policies Although U.S. cities and states are increasingly active globally, that engagement is overlooked when determining American foreign policy. The Truman Center for National Policy (Truman) sees this as a missed opportunity and will design and test more ways for local governments to build upon their emerging capacity. This grant will help Truman strengthen bonds between the U.S. Department of State and states and cities, as they become key participants in international relations.

From COVID-19 to the economy, the United States and the world at large will remain beset by both existing and newly-emergent challenges. To restoreU.S. leadership abroad, the United States must repair its national securityworkforce at home, which faces departures, retirements, and slowing recruitment. This workforce is also under-resourced and unrepresentative of America’s diversity. The Truman Center for National Policy—a nationwide membership organization of next generation national security leaders—is committed to shaping and advocating for smart national security solutions through strengthening national expertise. With support from the Corporation, it will pursue a set of activities to train, track, recruit, and rebuild a more vibrant and diverse national security workforce, while also showcasing to policymakers how diversifying this workforce can be a strategic asset.

Truman is a leadership-development organization that provides training and networking opportunities for emerging national security experts. Its ethos is that America is strongest when it uses all its tools: defense, diplomacy, development, and democracy-promotion. The organization has extensive connections with congressional and administration staff, and its members have channels to both research institutes and policymakers. Truman will facilitate collaboration among policymakers, opinion shapers, community leaders, and peer organizations on nuclear nonproliferation, U.S.-Russia relations, immigration and national security, and transnational threats.
