The Partnership for a Secure America addresses these challenges through its Congressional Partnership Program, which hosts educational sessions with foreign policy subject matter experts and provides forums for staffers to develop trust and relevant knowledge on peace and security issues. With continued support, the program will hold regular biannual sessions and alumni initiatives, enhancing the capacity for strong working relationships and cooperative policymaking among staffers.

In addition, political divides have narrowed the space for those on the Hill to engage in policy conversations with peers across the aisle. Partnership for a Secure America addresses these challenges through its Congressional Partnership Program for staffers. The program provides educational sessions with subject matter experts and bipartisan forums that build trust, negotiation skills, and relevant knowledge on peace and security issues. With continued Corporation support, the program will hold biannual sessions as well as alumni initiatives.

Description

To build collegial working relationships across the aisle and improve the efficacy of Congress as a policymaking and oversight body, the Partnership for a Secure America designed the New Congressional Staff Partnership Program for incoming Congressional staffers. The program will address the issue of division between parties and the legislative and executive branches of government by connecting new Hill staff with bipartisan congressional staff mentors and counterparts at the Department of State and the U.S. Agency for International Development (USAID). The program will focus on practical ways to help improve interactions, restore trust, and build better communication and understanding between the two branches of government.

Description

The Partnership for a Secure America (PSA) was founded by Lee Hamilton and Warren Rudman in an effort to help diminish the partisan gridlock that prevents Congress from doing its job. PSA’s Congressional Partnership Program helps senior congressional staffers build the skills, knowledge, and relationships needed for productive bipartisan action. The program creates opportunities for staffers from across the political spectrum to discuss important foreign policy and national security questions, develop consensus building skills, and participate in an alumni network that remains dedicated to cooperative action across party lines. PSA will organize events for staffers with policymakers, former officials, policy analysts, journalists, and experts. It will also provide travel opportunities to expand the staffers’ perspectives.

Description

The International Atomic Energy Agency (IAEA) has recently sought to engage the non-State donor community, including the private sector, but with little success so far. In 2014 the Corporation made a grant to Partnership for a Secure America (PSA) to convene a working group of experts to assess this challenge. The group included seventeen former ambassadors to the IAEA, former senior IAEA officials, and outside analysts from all of the regional groups recognized by the Agency to explore whether non-traditional donors could help address funding deficiencies in nuclear security and technical cooperation. This grant will allow PSA to conduct follow-on outreach activities to promote their findings, including briefings to key diplomatic missions to the IAEA, Agency leadership, staff, and select members of the media.
