Description

Accurate data and data-driven analysis of the structures and dynamics of war economies, including the security sector and enabling technologies, are vital to understanding the problem of conflict escalation. In 2020, the Center for Responsive Politics (CRP) was awarded a Carnegie Corporation grant through a competitive Request for Proposals on defense industries and armed conflict. With Corporation funding, CRP worked with the World Peace Foundation at Tufts University to conduct an extensive review of defense industry influence on policymaking. CRP worked with journalists and academics from multiple outlets, including the Washington Post, the Arab & Middle Eastern Journalists Association, and Voice of America to provide data and training to experts in the field. With renewed support, CRP will examine the role of the arms trade as a driver of conflict in the Arab region. CRP will collect, analyze and distill relevant data on factors including arms sales, foreign lobbying, and defense industry datasets, with the aim of improving transparency and policymaker decision-making. Corporation funds will support research, the maintenance of a public access data portal on CRP’s website, as well as workshops and publications.

Accurate data and data-driven analysis of the structures and dynamics of war economies, including the security sector and enabling technologies, are vital to understanding the problem of global conflict escalation. In collaboration with the World Peace Foundation (WPF) at Tufts University, the Center for Responsive Politics (CRP) will undertake research, analysis, and dissemination on the drivers of arms proliferation that play a role in prolongation or escalation of armed conflict, and the implications of these trends for policymaking. The project will produce a new database that could help assess the risks and opportunities for reducing conflict escalation. Corporation funds will support collaborative research, a public access portal on CRP’s website offering data and information, as well as workshops and publications.

Description

An exponential growth of funding from undisclosed sources is influencing American elections and policymaking. In 2018, super political action committees (PACs) and politically active nonprofits—which are not required to disclose their donors—have already spent $146 million on congressional races, not including advertisements run by more than 35,000 dark money groups that did not disclose spending to the Federal Election Commission. The Center for Responsive Politics is a nonpartisan and independent research group that tracks political spending in the United States and its effect on elections and public policy. With Corporation support, the Center for Responsive Politics will engage, train, collaborate with, and build the capacity of journalists and advocates to examine undisclosed funding from industries, lobbyists, and wealthy donors.

Description

The prevalence of dark money (funds spent by political campaigns that are raised from undisclosed sources) in elections has grown rapidly, particularly since the Supreme Court’s ruling in Citizens United v. FEC in 2010. Candidates’ growing reliance on dark money means voters are unable to determine what private interests are influencing policymakers’ campaigns. The Center for Responsive Politics is a nonpartisan organization that educates voters and promotes transparency of the influence of money on public policy, especially at the federal level. With Corporation support, and support from the John S. and James L. Knight Foundation, the Center for Responsive Politics will partner with Guidestar and assemble comprehensive data about dark money from the IRS form 990 to help educate voters and journalists on its influence.
