Description

Nuclear weapons policy issues have assumed a new urgency with Russia’s invasion of Ukraine and the buildup of China’s arsenal, including its space-based nuclear-relevant assets.To expand and deepen the nuclear expertise Congress can apply to these issues, a project at the Nonproliferation Policy Education Center will provide nuclear and space policy courses, primarily for U.S. congressional staff. Through lectures, simulations, and research retreats, these courses will provide the historical, technical, and legal fundamentals needed to understand new, as well as longer term, nuclear and nuclear-related space threats.

Description

Nuclear nonproliferation and arms control efforts face a changing threat landscape that includes emerging technologies and gaps in governance. The Nonproliferation Policy Education Center (NPEC) has long provided bipartisan education and outreach to help policymakers deal with these technical and political challenges. NPEC will build on its nuclear policy course and fellowship program, which was designed to provide Capitol Hill and Executive staff, journalists, and foreign diplomats with key information and skills to better address global proliferation risks. NPEC also brings experts and policymakers together in unclassified forums, war games, and diplomatic policy simulations, and has a diversified outreach effort to share its findings.

Description

When the 117th United States Congress meets in January 2021, a basic need for new Capitol Hill staffers will be concise, competent nonpartisan information on foreign policy and national security issues. To help provide that, and experiences by which congressional staff can build relationships across party lines, the Nonproliferation Policy Education Center (NPEC) has designed a series of private seminars with bipartisan congressional staff, Executive Branch staff, and informed former officials. The seminars will examine existing national security classification review laws and security procedures, including whether and how to reform them. NPEC also will educate congressional staff and members on nuclear threats by engaging staffers in nuclear war simulations, which could provide a template for simulations with members.

The Nonproliferation Policy Education Center (NPEC) plays an important role in bipartisan education and outreach to help policymakers deal with these technical and political challenges. With continued support from the Corporation, NPEC will build on its existing nuclear policy course and fellowship program, which has been designed specifically for Capitol Hill and Executive staff, journalists, and foreign diplomats. NPEC’s curriculum has been developed with prominent nonproliferation practitioners and is focused on the nuts-and-bolts skills critical to effective policy practice. These education opportunities are especially relevant in today’s partisan climate. In addition, NPEC conducts research on emerging threats and has a diversified outreach effort to share its findings.

Description

This grant supports two streams of work of the Nonproliferation Education Center (NPEC). First is NPEC’s Nuclear Policy Education and Outreach Program, a forum where policy makers, military planners, academics, and analysts can engage with top experts on nuclear issues. NPEC will conduct a series of annual workshops to continue its development of a model curriculum on nuclear topics. Second, this grant allows NPEC to take its first steps on a project focused on tracking emerging Asian nuclear weapons doctrines. This project will assess potential changes within the nuclear weapons doctrines of India and China.
