The National Conference of State Legislatures (NCSL) was founded in 1975 to improve the quality and effectiveness of state legislatures, promote policy innovation and communication among them, and ensure they have a strong, cohesive voice in the federal system. Today, NCSL remains the only bipartisan organization representing all 7,386 state legislators and 30,000 legislative staff, uniquely positioned as a trusted, nonpartisan source of analysis and convening power. This grant would allow NCSL to expand its immigration policy work at a time when immigration is politically fraught and deeply polarized. With federal reform stalled, states have both significant opportunities and challenges to advancing pragmatic, innovative laws that foster immigrant integration and bring communities together rather than divide them.By investing in NCSL’s capacity, the Corporation can ensure lawmakers receive credible research, bipartisan education, and opportunities for thoughtful policy exchange.

Although the media often covers immigration as a federal prerogative, state governments play a major role in addressing the country’s ongoing immigration challenges. State lawmakers use high-quality data and analyses of federal policies to make decisions on local immigration issues, ranging from education and employment to health services and law enforcement. Founded in 1992, the National Conference of State Legislatures’ (NCSL) Immigrant Policy Project runs a 50-state bill tracking operation covering a broad range of immigration issues. NCSL not only tracks the progress of new and in-process bills, but also convenes state legislators from across the country to produce and discuss bipartisan analyses of federal and state immigration policies. With Corporation support, NCSL will continue to report on state laws and resolutions related to immigration and immigrants, as well as to identify and disseminate best practices and emerging trends in local governance among state legislators.

Description
Despite minimal federal attention to immigration reform in recent years, state legislatures introduce, on average, 1300 bills and enact 200 laws annually related to immigration and immigrants. State legislators believe immigration challenges require a national solution – but until that occurs, they must be responsive to constituent concerns and craft solutions where they can. The average turnover in state legislative seats is about 20 percent in each election, accounting for approximately 1400 new members who may be asked to learn and vote on immigration issues in their states. The National Conference of State Legislatures (NCSL) is a bipartisan organization founded in 1975 to improve the quality and effectiveness of state legislatures and promote policy innovation and communication among state legislatures. With Corporation support, NCSL’s bipartisan immigration task force will provide education on federal immigration law and practice for new state legislators, as well as the role of states in managing immigration issues.
