Description

Key international organizations that support the global nonproliferation regime are under-resourced and many low income-states lack the capacity to train and educate their diplomats inissues related to nonproliferation. Addressing these gaps is especially important amidgeopolitical instability and rapidly advancing technologies, which place significant strain on existing arms control, disarmament, and nonproliferation frameworks. With renewed support, the Vienna Center for Disarmament and Non-Proliferation (VCDNP) will continue to work to fill these gapsthrough training, research, and dialogue and equip the next-generation of diplomats and practitioners with the tools to address nuclear risks.

Description

The James L. Martin Center for Nonproliferation Studies is thehighest producer of career professionals in the field of nonproliferation. It has established itself as an important resource for seasoned actors in the field of nuclear nonproliferation and has produced hundreds of emerging nuclear experts and practitioners in the United States and abroad. To date, the center has increased diversity among its key programs; developed models for teaching nonproliferation; and assisted chairs and presidents of Nonproliferation Treaty preparatory and review conferences, with an estimated 125 former students serving as delegates to treaty discussions. With renewed funding, it will continue its nonproliferation pedagogy initiatives and run new cohorts of the Visiting Fellows and Young Women’s Initiative. The grantwill lead to courses engaging close to350 young international diplomats and offer specialized nonproliferation trainings to women from the Middle East, Southeast Asia, and African continent.

The prospect for engagement between Russia and the United States could depend on developing and retaining a talented, knowledgeable corps of Russia experts. One of the Corporation’skey Euro-Atlantic Security programs offeringprofessional support and educational content to emerging scholars and specialists with interest in Russia and Eurasia is theMonterey Initiative on Russian Studies (MIRS). MIRS produces experts with deep knowledge of the region and through itsflagship activity, theMiddlebury Summer Symposium on Russia, sponsorsan interdisciplinaryprogram toexposeadvancedgraduate students and early professionals to experts across the sectors, from history to culture to regional politics to security. Thesymposium has offered close to 100 alums a balanced understanding of Russia which they can take to their careers in U.S. policymaking circles, nongovernmental institutions, and the private sector.

The Monterey Initiative on Russian Studies (MIR) offers graduate training that enables students with advanced Russian language skills to professionalize their interest in Russia and Eurasia, including through the Middlebury Summer Symposium on Russia (MSSR), which exposes students to an international faculty with expertise on a wide range of Russia-relevant issues. MIR and MSSR collaborate with cohorts of emerging leaders to give them a more comprehensive and balanced understanding of Russia which they can utilize in careers in U.S. policymaking, non-governmental institutions, and the international business community. Renewed support will enhance the role of MIR as a hub for debate and discussion and expand its programs and those of the MSSR to train the next generation of experts on international peace and security and Russia.

Description

The international community will need creative thinking to understand the consequences of the war in Ukraine on nuclear diplomacy and risk reduction. The James L. Martin Center for Nonproliferation Studies (CNS) is the premier institution of higher education for nonproliferation studies. It has pioneered the training of visiting young professors, scientists, journalists, and government officials from around the world. With renewed support CNS will increase diversity among its key educational and training programs; refine and expand models for teaching nonproliferation; and bring students to upcoming preparatory meetings of the NPT, the landmark international treaty whose objective is to prevent the spread of nuclear weapons and technology.

An effective International Atomic Energy Agency (IAEA) is critical to preventing the spread of nuclear weapons and ensuring peaceful access to nuclear technology, but the IAEA must achieve its growing mandate with limited resources. Since its establishment, the Vienna Center for Disarmament and Nonproliferation (the Vienna Center) has provided research, education, outreach, and networking activities in support of nonproliferation and disarmament. The Vienna Center has become an indispensable platform for academic and research institutes to engage the IAEA and other Vienna-based international organizations. With support from the Corporation and other funders, the Vienna Center will continue its work developing and promoting innovative ideas in support of the IAEA.

Description

Despite rising tensions that exist between Russia and the United States, cooperation between the two countries on nuclear issues remains necessary for global stability. To help find ways toward that cooperation, the Middlebury Institute of International Studies at Monterey will work with the Center for Policy Studies in Russia to establish a working group of high-level Russian and American experts to conduct dialogues on strategic stability and arms control. To sustain the discourse, the grantee will engage and mentor young professionals and leaders who could contribute in the longer-term to the improvement of U.S.-Russia strategic relations and international security.
