Internationals Network (Internationals) started as a single high school in 1985 to address multilingual learner (MLL) dropout rates in New York and has since expanded to thirty schools and academies serving nearly 10,000 MLLs in ten districts across six states and Washington, D.C. It reorganized into four regional hubs: New York, DC-Maryland-Virginia, San Francisco Bay Area, and Southern California to better address schools’ needs. Studies show Internationals’ students outperform English learner peers, achieve higher test scores, and have significantly higher graduation rates. For example, in 2024, Oakland International High School’s graduation rate was 21 percentage points higher than the district average for MLLs, and Internationals schools in NYC had an 87 percent graduation rate, 24 points higher than the city average for MLLs. Previous support helped enhance core practices post-pandemic with sixty-seven schools. Renewed support will expand access to high-quality seats for MLL students and improve outcomes such as attendance rates, credit accumulation, test scores, and graduation rates.

Multilingual Learners (MLLs) make up an increasingly large segment of the nation’s public school population, yet they continue to be underserved by schools and systems that were designed primarily for native English speakers. Internationals Network (Internationals) works with educators to design, develop, and support schools and programs for recently arrived immigrants and refugees. The network has a nearly forty-year history and now comprises thirty-one schools and academies serving 10,000 immigrant and refugee youth, who perform better than students in comparison schools and graduate at significantly higher rates than their peers. Prior Corporation support enabled Internationals to launch and support schools, develop professional and leadership development resources, improve schools’ capacity to strategically use data for continuous improvement, and influence policy and practice by disseminating resources. Continued support will allow Internationals to strengthen school practice, build the capacity of school staff to address the needs of MLLs in the post-pandemic context, and share learning with the field.

English Language Learners (ELLs) make up an increasingly large segment of the nation’s public school population, yet they continue to be underserved by learning experiences that were designed primarily for native English speakers. The Internationals Network (Internationals), founded as a single school in 1985 and now comprising a network of twenty-eight schools and academies across six states and Washington, D.C., takes a comprehensive approach to ELL education that more effectively prepares ELL students for success in high school and beyond through personalization, mastery, and positive youth development. For example, while only 35 percent of New York City’s ELLs graduated high school in four years in 2018, 74 percent of Internationals students achieved the same feat. With previous support from the Corporation, Internationals has designed and launched two new schools and three new academies, as well as developed and implemented new professional development, school support, and knowledge management tools and processes.

Internationals Network for Public Schools (Internationals) is dedicated to ensuring that recent immigrant English Language Learner (ELL) students have access to a quality high school education that prepares them for college, career, and full participation in democratic society. With Corporation support, Internationals has engaged in a rigorous strategic planning process and developed a comprehensive five year plan for future growth. This grant will enable Internationals to advance the strategies articulated for the first two years of their strategic plan, enabling them to increase their capacity to design, support, and sustain schools and academies to close the achievement gap for ELL students nationwide. Specifically, this grant will support Internationals with strengthening the quality of implementation and deepening collaboration across their national network of schools and academies, as well as deepening and expanding their impact on ELL educator practice within and beyond their network.

Internationals is widely recognized as a leader in the field of ELL education and is known for the innovative supports it offers to school leaders and teachers through a structured array of programs and activities. At this juncture, with a newly appointed executive director and the completion of its previous strategic plan, Internationals is exploring key opportunities to guide its next stage of growth. This discretionary grant will support Internationals to engage with a consultant to help design and facilitate a six-month planning process to engage staff and board members in the development of a new strategic plan to guide Internationals’ future growth.
