Description

The International Rescue Committee (IRC) delivers lifesaving health,nutrition, and water, sanitation, and hygiene (WASH) services in fragile andconflict-affected settings. In its 2026 EmergencyWatchlist, IRC, for the third straight year, identifies Sudan as theworld’s most acute humanitarian crisis, amid record global conflict anddeclining international assistance. Renewal of Carnegie’s 2025 grant wouldsupport a one-year, integrated health, nutrition, and WASH intervention inTawila (North Darfur) and Zalingei (Central Darfur), reaching conflict-affectedinternally displaced populations. The project will provide preventive andcurative care to approximately 76,000 people and nutrition services, includingtreatment for severe acute malnutrition, to 7,800 children under five and theircaregivers.

The global humanitarian system is under immense strain, with 305 million people currently in need of assistance, and donor governments—including the United States—scaling back critical funding. Founded in 1933, the International Rescue Committee (IRC) provides emergency relief and long-term support to communities affected by conflict and disaster across more than forty countries and twenty-nine U.S. cities. As one of the few organizations operating across the entire arc of a crisis—from war zones to resettlement—the IRC delivers integrated programming in health, safety, education, economic recovery, and legal services to more than 23 million people. The organization has faced significant disruptions due to the suspension of U.S. foreign assistance, jeopardizing access to malnutrition treatment, gender-based violence support, refugee case management, and global disease prevention. With renewed Corporation support, the IRC will continue responding to global humanitarian crises, help meet the needs of some of the world’s most vulnerable populations, and advocate on behalf of refugees and the refugee resettlement programs in the United States.

Description

The IRC proposes to expand its English for Newcomers and Youth and Young Adult Education and Career Pathway programs in three regions: Atlanta, San Diego, and a third site to be selected by April 2025 based on program capacity. These initiatives provide vocational ESLinstruction, workforce development, and civic engagement for refugees, asylees, and documented migrants. IRC will serve 450 participants—150 in each of the two initial sites (seventy-fiveadults and seventy-fiveyouth) and 150 adults in the third site. Programming includes bilingual vocational ESL, financial literacy, postsecondary navigation, and career readiness support. Seventy-five percent of participants are expected to complete the program or exit early after achieving a key education or career milestone, such as employment or postsecondary enrollment. IRC will develop and disseminate a practitioner toolkit to share program insights with peer organizations and partners.

The International Rescue Committee (IRC), founded in 1933, responds to the world’s worst crises, providing health care, infrastructure, learning, and economic support to more than 25 million people annually.Sudan is currently the largest humanitarian and displacement crisis in the world. Since the outbreak of fighting between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) in April 2023, the IRC scaled up its emergency response activities, including the deployment of a new team to Darfur. In January 2025, IRC was close to finalizing a funding agreement with USAID’s Bureau for Humanitarian Assistance that would have provided stable support for operations in Darfur and South Kordofan. However, the freeze on U.S. foreign assistance halted the issuance of that funding, and there is little expectation that it will resume soon. A grant from Carnegie Corporation would enable the IRC to implement a one-year, integrated health, nutrition, and water, sanitation, and hygiene (WASH) project across Tawila (North Darfur) and Zalingei (Central Darfur), delivering 13 targeted interventions for vulnerable internally displaced persons and conflict-affected communities—helping to stem the deepening humanitarian crisis in the region.

Description

Hardship and active conflict have forced many to seek asylum in the UnitedStates. Over 150,000 asylum seekers have arrived in New York City in the last year, a rise from approximately 35,000 cases filed in the New York Immigration Court in 2022. Despite government and private resources ramping up services, many asylum seekers remain unserved or misinformed about the process, their rights, and the services available to them. Founded in 1933, the International Rescue Committee (IRC) provides emergency relief and assistance to vulnerable populations affected by humanitarian crises, serving over 32.9 million people worldwide. With Corporation support, the IRC will develop an effective model of asylum reception in New York City to provide over 100,000 asylum seekers with accurate information, case management services, and legal assistance.

Integrating into a new society makes English languageproficiencycritical for migrants and refugeessettling in theU.S.However, the English as a Second Language (ESL) field only caters to a small fraction of individuals needing these services. This unmet demand leaves an estimated one in fiveof the 12 million non-English speaking adults without language instruction, hindering their socioeconomic and civic integration. To bridge this unmet need, the International Rescue Committee (IRC), a global humanitarian aid organization that offers emergency aid and long-termassistanceto migrants and refugees, will implement the ‘English for Newcomers’ program for adults. The IRC will employ proven ESL instructional modelsto prepare adults for labor-market integration and career progression toactivelyparticipate incivic life. This grant will offer 300 individuals the opportunity to unlock new channels for economic mobility and civic life in the U.S.
