Description
The Institute for Strategic Dialogue (ISD) will establish a local threat intelligence and response hub to help governments and civil society organizations along the Eastern Mediterranean-Balkan migration corridor, spanning Syria, Lebanon, Turkey, the Western Balkans, and Central Europe, detect and respond to harmful online narratives that endanger migrants and fuel social polarization. The project will deliver real-time monitoring of migration-related disinformation, early warning alerts, and practical capacity-building for municipal officials and frontline actors through training, workshops, and an ongoing help desk function. Cities facing similar challenges will be connected through structured peer exchange via ISD’s Strong Cities Network. The project is designed as a replicable model that could be adapted to other migration corridors, and is intended to generate a tested approach to local government response to migration-related disinformation that extends Carnegie’s impact well beyond the grant period and geography.

The Institute for Strategic Dialogue-US (ISD-US) is an independent nonprofit that combines advanced digital threat detection and analysis with policy and operational solutions to protect democratic processes and public safety from extremist and authoritarian threats, including domestic violent extremism, foreign interference operations, cyberattacks, and disinformation enabled by artificial intelligence (AI). Following a recent merger with the Alliance for Securing Democracy, formerly housed at the German Marshall Fund, ISD-US has significantly expanded its foreign interference expertise. With Carnegie support, ISD-US will expand a civil society-led, open-source threat monitoring initiative — building out an AI-powered analytics platform, distributing real-time threat intelligence through trusted networks of election officials and law enforcement, and delivering vulnerability assessments and preparedness trainings to help safeguard elections in 2026 and 2028. The project builds on ISD-US’s four-year track record of providing election threat briefings to senior officials in seven states and trainings in six states.
