Description

Although official U.S. policy allows the use of nuclear weapons first in a conflict, there have been persistent debates over whether to adopt a policy to use nuclear weapons only in response to a nuclear attack. Such a No-First-Use pledge has been repeatedly rejected because of concerns it would call into question U.S. commitments to defend allies. Global Zero will undertake an in-depth assessment of the diversity of views on declaratory policy among U.S. allies in Europe and East Asia and especially concerns prompted by Russia’s invasion of Ukraine. The project will involve detailed dialogues with policy experts and current and former officials and will produce publications and briefings that analyze the diversity of views among allies on No-First-Use and the impact such a declaratory policy would have on perceptions of U.S. commitments to allies.

Description

The United States and Russia possess the bulk of the world’s nuclear stockpile, reduction of which depends on the political will in both countries. Through a general support grant, Global Zero will seek to reinstate arms control as a national security priority in the United States, Russia, and globally. With respect to the U.S. and Russian nuclear forces, Global Zero will outline a viableapproach to strategic stability and support the negotiations of a new strategic arms reduction agreement. On the multilateral front,it will push for the adoption of a“No First Use” by all nuclear-armed countries to reduce the risk of nuclear use and enhance predictability.

Description

An effective nuclear risk-reduction sector requires attention to sustainability and alignment around common policy goals.This project will connect a cohort of mid-career professionals to advance these two goals. Global Zero will develop and facilitate a program to clarify priorities, deepen relationships, and provide leadership development. Through a series of virtual and in-person structured conversations this initiative will foster a more inclusive, collaborative, and effective field.

Description

The increased military and rhetorical reliance by the United States and Russia on nuclear weapons raises the risk of nuclear use and poses a challenge to global norms. The Nuclear Crisis Group (NCG), an initiative of Global Zero, seeks to sustain U.S.-Russian engagement on nuclear issues, and to mitigate negative outcomes, including a new arms race. NCG will convene dialogues between Russian and American experts to clarify differences, identify constructive policy suggestions, and advance existing official dialogues. In addition to its U.S.-Russia focused efforts, NCG will convene a broader cooperative project that brings together American security and regional experts to develop constructive, pragmatic, and integrated nuclear policy initiatives for government consideration and action.

Description

Global Zero launched the Nuclear Crisis Group in early 2017 to channel the organization’s efforts to prevent international flashpoints from escalating to the nuclear threshold. The Nuclear Crisis Group, in collaboration with the Arms Control Association, will convene a US-Russian Track II meeting in July 2018. The initiative builds on work by the Global Zero Commission on Nuclear Risk Reduction, which has examined the risk of nuclear weapons use in all of the nuclear-armed countries and outlined pragmatic measures to reduce those risks.
