Thereisacritical gap between Congressional goals and implementation realities of U.S. foreignassistanceas a tool for conflictprevention, which limits its effectivenessinreducingglobal instability.To address this gap,Aid onthe Hill-Education(AOTH),holding fiscal sponsorship throughForward Global, will delivertimely, nonpartisan, and practitioner-ledanalysis to educate policymakerson howappropriatedfundssupportconflictpreventionandpeace.Established in February 2025, AOTH is a 700-member professional association that educatespolicymakers and the public on U.S. foreignassistanceas a pillar of peace and prosperity.Carnegie’s support will allow AOTH to provide policymakers with analytical productsincludingcase studies, budget updates, and staff education forumson how internationalassistanceserves as a tool forglobal stabilityduring congressional oversight periods.AOTH’s 12-monthgrantwill equip anoverstretchedCongress with the practitioner-led analysis necessary tooptimizeforeignassistanceas aninstrumentforconflictpreventionand peace.
