Description
Russia’s aggressive war on Ukraine continues to cause widespread destruction. While there are few realistic approaches to bring the conflict to an end, there are many possibilities for the war to mutate into an even more destructive and enduring conflict. With Corporation support, the European Leadership Network (ELN) will facilitate convenings of expert representatives from the five permanent members of the UN Security Council along with Ukraine to participate in an ongoing dialogue with the goal of de-escalating the conflict. The grant will produce briefings to be shared with relevant policymaking communities.

Tensions in the relationship between Russia and the West, exacerbated by the 2022 invasion of Ukraine, pose immediate and longer-term security risks. The conflict has reduced official engagement with Russia and limited non-official contacts.The European Leadership Network (ELN), a non-governmental organization working on Euro-Atlantic security,engages with early career, mid-level, and senior European and Russian experts from the policy world, academia, and the private sector to build an intergenerational network that can discuss Euro-Atlantic security challengeswith an eyetoward identifying and providing practical, real-world approaches to addressing them. ELN also uses its international groups to conduct analyses of critical security issues and convey them to relevant policy officials.

Such discord can also elevate the importance of unofficial communications between academic and expert communities to avert risks and improve understanding on both sides of the divide. The European Leadership Network (ELN) is dedicated to building bridges between the West and Russia. It engages with early career, mid-level, and senior European experts from the policy world, academia, and the private sector to provide practical, real-world solutions to political and security challenges. ELN also uses its international networks to conduct analyses of critical issues of relevance to Euro-Atlantic security, bringing a strong European voice and providing a conduit to convey policy ideas to European governments.

The European Leadership Network (ELN)—an organization dedicated to building bridges between the West and Russia—brings together early-career, mid-level, and senior European experts from the policy world, academia, and the private sector for conversations among themselves and with their Russian counterparts. ELN also uses its international networks to conduct analysis of critical issues of relevance to Euro-Atlantic security. Its materials are widely distributed to policy officials and the general public in the West and in Russia.

Description
Relations between Russia and the West are important, but difficult. A project of the European Leadership Network (ELN) has been working to help mitigate the challenges to the relationship by bringing a European perspective to foreign and security policy issues. Building on a previous Corporation-supported project, ELN will continue to develop practical and sustainable recommendations for reducing nuclear risks and work with partners in Europe, Russia, and the United States to advocate policy steps to help manage the Russia-Europe-U.S. security triangle. With its high-level leadership, ELN has the capacity to formulate inclusive ideas for Euro-Atlantic stability and prosperity, and a powerful voice with which to promote those ideas. ELN’s product are widely disseminated in print and on-line.
