For one-time funding for a project on understanding public attitudes of nuclear proliferation among U.S. allies

Description

As U.S. strategic priorities shift and questions about security guarantees intensify, debates over the need for independent nuclear capabilities have grown in traditional allied countries, including South Korea, Japan, Poland, and Germany. These developments have raised concerns that public opinion is shifting toward support for domestic nuclear weapons programs, which could undermine the global nonproliferation regime and increase nuclear dangers. Yet, existing public opinion data in these countries is largely outdated. To address this gap, the Chicago Council on Global Affairs will conduct representative surveys in key allied countries to assess threat perceptions, views on alliances and treaties, and potential support for domestic nuclear weapons programs. The Council will also survey American attitudes toward further proliferation abroad and its implications for U.S. policy. Working with local pollsters, the Council will produce findings that will inform policy recommendations and help communicate the risks of nuclear proliferation.

Description

In response to growing U.S.-China competition in the Indo-Pacific, the United States has renewed focus on cooperation with allies and partners in the region, including Australia, India, and Japan (the Quad). A core challenge facing Quad nations is how to coordinate to de-risk their economic relationship with China. One issue of focus is critical minerals, which undergird much of the modern technology sector. China currently dominates critical mineral refining and manufacturing, motivating the Quad to find ways to reduce their reliance on China’s portion of the global supply chain and their vulnerability to potential disruptions. The Chicago Council will bring together experts across the industry, investment, and policy worlds to discuss how to improve coordination among Quad nations to secure critical mineral supply chains.

For a project on American and Russian Public Opinion in The Wake of The Invasion of Ukraine

Description

The Russian invasion of Ukraine has had a powerful effect oninternational publics’ attitudes towards geopolitical issues. The Chicago Council will partner with the premier independent Russian polling organization, the Levada Center, to conduct joint surveys in the United States and Russia to better understand prevailing and shifting attitudes toward the war. The survey questions will be developed by the two institutions through a consultative process, with the results published in the respective countries. The Corporation’s grant will support activities associated with administering, publishing, and disseminating the surveys through public-oriented events.

Description

The Indo-Pacific is being rapidly reshaped by China’s growing economic and security assertiveness, and the expanding reach of its influence. In response, the United States has renewed a focus on cooperation with allies and partners. However, the United States’ reengagement in strategic discussions with Australia, India, and Japan (the Quad) raises coordination and information sharing questions. To identify critical policy positions and preferences that will impact agenda-setting and cooperation, the Chicago Council on Global Affairs will convene a series of meetings that bring together a core group of experts from each of the Quad countries, plus South Korea and New Zealand, to discuss security, economic, and development cooperation in Southeast Asia, Africa, and Europe in support of advancing coordinated approaches during government-to-government dialogues.

The Chicago Council on Global Affairs and the Levada Center, a leading Russian independent polling entity, will team up to conduct several public opinion polls in the two countries, gathering data of potential interest and use to academics, policymakers, and the media. The project will result in the publication and dissemination of four polls in the United States and Russia, as well as opinion pieces exploring the broad significance of the polls’ findings.

Description

Shifts in economic and military balances of power in the Asia-Pacific are reshaping the region’s international relations. At this moment of rapid change in the region, ensuring effective and open channels of communication has become increasingly important. The Chicago Council on Global Affairs (the Council) will convene a series of trilateral policy meetings with senior policy practitioners and experts from the United States, Japan, and South Korea to discuss the evolving security, military, and economic dynamics in the Asia-Pacific, with a particular emphasis on East Asia. Members of the meetings will discuss issues and produce policy briefs that move beyond the immediacy of the current political moment to look at the long-term planning and trends for each of the countries involved.
