The Center on Budget and Policy Priorities (CBPP) is a nonpartisan research and policy institute that promotes federal and state policies to reduce poverty and ensure fiscal responsibility through data-driven analysis and advocacy. Its State Priorities Partnership (SPP) is a network of forty-two state-based policy organizations that CBPP coordinates and supports with technical assistance, research, and strategic guidance to advance state policies, that benefit low-income and immigrant communities. With Corporation support, CBPP will support state partners with data-driven policy research, advocacy support, and messaging strategies.

Description
In 1992, the Center on Budget and Policy Priorities (CBPP) co-founded the State Priorities Partnership (SPP). SPP is a network of forty-three fiscal policy institutes across the country that are committed to improving the lives of low-income people and other vulnerable populations. Beginning in 2012, and with Corporation support, CBPP partnered with SPP members to analyze the fiscal implications of immigration-related policies. Since then, CBPP has expanded its immigration project to fifteen states, representing roughly 50 percent of the United States’ population and more than half of all immigrant residents. In addition to funding support, CBPP provides members of SPP’s immigration project with technical assistance, webinars with internal and external partners, resource guides, peer learning calls, and cohort convenings. With Corporation support, CBPP will continue working with partner organizations to create inclusive state economies and increase protections for immigrants.

In recent years, the federal government has advanced new rules to limit access to public benefits for immigrant families. Yet, studies have overwhelmingly revealed that immigrants contribute far more in taxes than they benefit from government programs. In fact, states and cities with pro-immigrant policies are significantly benefiting from the economic and labor contributions of immigrants, particularly in localities with declining populations and employment rates. The State Priorities Partnership (SPP), established by the Center on Budget and Policy Priorities (CBPP), is a network of national and state-based fiscal policy institutes that provide analyses of the fiscal implications of state-level proposals and the state-level impact of national policy proposals. With Corporation support, CBPP and SPP members will continue to provide critical fiscal data to advocates and other groups working on state-level immigration policy issues.

In many public policy debates, a clear fiscal analysis from a trusted source can be the most effective tool to help inform Americans and shape public opinion. While the Congressional Budget Office and a range of national policy organizations are often available to author such reports on high profile federal policy debates, state governments rarely have the resources or infrastructure needed to carry out such research when debating proposed state policies. The Center on Budget and Policy Priorities (CBPP) is one of the preeminent policy organizations working at the federal and state levels on fiscal issues and public programs that affect low- and moderate-income families and individuals. CBPP co-founded the State Fiscal Analysis Initiative (SFAI) network in 1992, a network of fiscal policy institutes in more than forty states committed to improving the lives of low-income and vulnerable populations. With renewed Corporation support, CBPP and its network of state-based fiscal analysis groups will continue to provide fiscal data to groups working on state-level immigration policy issues.
