Malign actorsincluding Russiaarespreading disinformation,using illicit financing, and exploiting institutional weaknessesin a coordinated effort to undermine democratic institutionsacross Europe. Non-state actors (NSA) can play a critical role in strengthening democratic resilience,yet civil society organizationsstruggle to collectively respond to malign coalitions because of limited resources and collective action challenges.The Center for European Policy Analysis (CEPA)willbridge this structural gapby developing a transnational coalition that connects NSAsto share information and collectivelyaddressemerging challengesbyauthoritarianactorsacross Europe.The project willidentifyprospective coalition members,trackhostileactors,share information,hold roundtables, and formalize the coalition into aself-sustaining entity.Strengthening the capacityofEuropeancivil societyorganizationsto respond to threatswill increase government accountability, improve transparency, and support democratic peace.
