Description

Despite the key role of Congress in foreign and national security policy, congressional Members and aides do not always come to Capitol Hill familiar with the complexities of international relations. Knowledge about nuclear weapons in particular has been eroding as rhetoric about their possible use continues to intensify. This disparity has heightened the need for lawmakers who are informed about national security and nuclear issues. To expand congressional knowledge on nuclear-relevant issues, the Center for Arms Control and Non-proliferation (CACNP), led by former Congressman John Tierney, conducts bipartisan and bicameral off-the-record briefings and other programs for Members and staffers by experts. The briefings are tied to current events, to maximize their relevance for those on the Hill who seek real time insights on unfolding developments.

Description

The ongoing Russia-Ukraine war has increased demands from Congress and the media for information about nuclear weapons and policy alternatives. The Center for Arms Control and Non-Proliferation (CACNP) provides background information, briefings, and off-the-record discussions to fill information gaps and help create bi-partisan consensus on policy options.They also engage students and the wider public on nuclear weapons and arms controlissues. With renewed support, CACNP will expand its educational efforts and its coordination and cooperation with a network of national security experts, veterans, educators, other civil society groups, and the media on current and emerging security threats.

Since the end of the Cold War, congressional knowledge about nuclear threats has diminished even as associated risks remain high. Moreover, nuclear policy issues have become increasingly politicized. The Center for Arms Control and Non-Proliferation serves as an authoritative source of information, analysis, and policy outreach on nuclear issues. With continued Corporation support, the Center will expand its educational and outreach efforts. It will conduct activities to engage congressional offices and other policymakers on topics such as the North Korean and Iranian nuclear programs, U.S.-Russia tensions, the Nuclear Non-Proliferation Treaty 2020 Review Conference, and technological change.
