Description
Emerging capabilities in quantum technology and artificial intelligence (AI) complicate the U.S.-China strategic relationship and have implications for economic competition as well as national security. With renewed funding, CNAS will build upon and expand its analysis of the state of quantum technology and its applications, potential technical hurdles, and measures to mitigate technological breakthroughs by “peer competitors,” namely, China. CNAS will also continue its Track II dialogues with China and Russia on the military implications of AI, including developing a shared glossary of terms to facilitate discussions between nuclear possessor states on the implications of AI for strategic stability. Both projects will help U.S. policymakers and experts better understand and respond to advances in these emerging technologies and their applications.

The increasing integration of artificial intelligence (AI) into weapons and military decision- making processes has raised concerns about the potential for accidents, problems with reliability, and inadvertent escalation due to automation or human misunderstandings. These issues are particularly acute with respect to nuclear weapons. With renewed support, the Center for a New American Security will continue a Track IIdialogue that brings together U.S., European, Russian, and Chinese experts in military AI. This project aims to improve the shared understanding of the risks of AI to nuclear operations as well as develop potential steps that states can take to reduce these risks.

For a new framework for U.S.-China economic relations and U.S. quantum technology strategy

Description
Sino-American relations have veered into a realm of zero-sum competition and disruptive decoupling. The strategic benefits of economic integration have been devalued as leaders on both sides seek to minimize perceived economic and security risks arising from commercial ties. Scientific and technical ties are equally strained. The Center for a New American Security (CNAS) proposes a two-part project to address these issues. Drawing on an analysis of past economic negotiations, part one will assess options for bringing the United States and China back to the table for constructive engagement on economic issues. This work will culminate in a report outlining a framework to guide this relationship that balances security concerns with the continued benefits of trade and investment. Part two will involve a case study on quantum science and technology as a window into the intricacies of U.S.-China technological competition. It will assess the current state of research, technical hurdles, and implications of quantum in China’s military-civilinitiatives. As Artificial Intelligence (AI) is integrated into military actions, policymakers and national security leaders need to establish mechanisms and frameworks for addressing its potential disruptive effects. The Center for a New American Security will launch Track II dialogues amongst nuclear weapon possessor states to produce draft agreement texts for AI confidence-building measures. Specifically, the expert group will produce agreements on maintaining human control over nuclear launch decisions, and reducing the risk of conflict escalation of incidents involving the interactions of autonomous systems. The process of drafting the agreement texts through international dialogues will be designed to advance cooperation in AI and international security.

Description
The past few years have seen rapid improvements in machine learning and artificial intelligence (AI). AI systems are being applied to problems in transportation, finance, health care, and intelligence. Despite calls from prominent scientists to avoid militarizing AI, these tools will also inevitably be used in warfare. With Corporation support, the Center for a New American Security (CNAS) will conduct interdisciplinary work on AI’s role in shaping international security and stability. The project will build a community of experts from sectors that do not often intersect: academia, business, and the policy world. The project seeks to lay the foundations for a field of study on AI and international security, and to develop policy recommendations for how to capitalize on the benefits of AI while avoiding the pitfalls.
