Geopolitical crises like Russia’s war with Ukraine, U.S. tensions with China, and the Hamas-Israeli war along with other conflicts and global trends are consequential to the United States and the world. As foreign policy does not feature prominently in U.S. elections, the Corporation supports initiatives to inform the American public about the world and U.S. foreign policy positions leading to presidential elections. For the 2024 elections, a project at the Brookings Institution’s Foreign Policy program will seek to provide a platform for anexamination of key foreign policy issues and America’s role in the world through a set of publications, podcasts, and public events.

Congress plays an essential role in U.S. foreign policy and national security by providing legal authorities to the executive branch and through its appropriation and oversight functions. However, the institution faces a knowledge deficit regarding the complex legal considerations that directly impact its ability to effectively engage in these areas. A study group at the Brookings Institution is addressing this deficiency by convening bipartisan groups of congressional staffers and experts on emerging legal and policy issues. The discussions bolster staffers’ knowledge and capacity; help the specialists produce scholarship that is more responsive to congressional perspectives; and facilitates connections across party lines which can lead to bipartisan collaboration.

The Foreign Policy Program (FP) at the Brookings Institution is a source of policy-relevant research, analyses, and outreach to the policymaking community, the media, and the general public on critical international peace and security concerns. It is comprised of academic experts and specialists, including those with high-level policymaking experience, who aim to produce outputs with concrete policy recommendations. With core support from the Corporation the FP will continue a comprehensive set of research and outreach activities on topics that will include U.S. global leadership, strengthening the domestic foundation for U.S. foreign policy, implications of rapidly changing technology on U.S. national security and geostrategic competition, strategies for managing the increasingly rivalrous relationships with China and Russia, and countering transnational threats such as terrorism and proliferation of weapons of mass destruction.

Description
Families can be a force for education system transformation when working together with educators and school leaders around a co-created vision of the purpose of education. In response to growing interest in leveraging school-family relationships for system transformation, the Brookings Institution’s Center for Universal Education launched “Family Engagement in Education”, a project harnessing the growing momentum around family engagement. Specifically, they support key actors, generate evidence, disseminate best practices, and support movement-building efforts to engage districts and other education actors across the United States. Through this first grant to the Center for Universal Education, the “Family Engagement in Education” project will engage in a movement-building strategy utilizing its convening power to engage critical stakeholders around the recommendations, tools, and evidence generated under this project. Specifically, this work will include (a) public convenings and dialogue, (b) family engagement network ambassador support, and (c) decision-maker and practitioner workshops.

A project at the Brookings Institution (Brookings) will continue to convene a series of study group meetings that bring together congressional staff from Democratic and Republican offices in both the House and Senate, as well as committee staff, and legal experts. The study group is a venue for sustained dialogue on these legal considerations and appropriate relevant tools. A summary of the key discussion points will be published on the Brookings website. The project director will also host the invited legal experts on the Lawfare podcast.

Eleven days after the September 11, 2001, terrorist attacks, the first Director of the Department of Homeland Security (DHS) was appointed, and twenty-two different federal departments and agencies were integrated into one office. Now the third largest cabinet department, composed of 240,000 employees, DHS has faced several managerial challenges since its creation. As the executive branch prepares to transition from one administration to another in 2017, it is important that the new president take seriously the numerous political appointments in DHS that either directly or indirectly involve immigration issues. Too often, presidents focus solely on top-tier appointments such as the secretary and immediate undersecretaries before moving on to staff other parts of a cabinet department. Filling vacancies in the lower-level positions may seem less important, but the lag puts at risk an agency’s mission, direction, leadership, and capacity to function effectively. With Corporation support, the Brookings Institution will conduct research and analysis of the specific positions and skills at DHS that a presidential transition team needs to focus on before the new president takes office.
