Description
Chinese government restrictions on foreigners’ ability to conduct field research and shrinking opportunities for U.S.-China information exchange have damaged researchers’ capacity to access and disseminate knowledge about China. The China Visibility Initiative, a product of the Asia Society’s online publication ChinaFile, seeks to provide new tools for the field of China studies. By utilizing underexploited online data resources, the China Visibility Initiative analyzes how Chinese officials understand and implement policy across the country. With Corporation support, ChinaFile will use their growing cache of non-traditional to conduct original research and collaborate with media and academic partners to deepen understanding of China among policymakers, researchers, journalists, and the public. Renewed Corporation funding will also support ChinaFile’s investigation into the operational side of Chinese state censorship.

Description
With U.S.-China relations on an increasingly adversarial trajectory, the United States needs a better understanding of China’s actions and aspirations to adapt policy to current and future conditions. The Corporation’s continued support of Asia Society’s Task Force on U.S.-China Policy (the Task Force) promotes communication and collaboration among a bipartisan group of the country’s top regional experts to assess developments, issue policy recommendations to the U.S. government, and inform the public debate on the U.S.-China relationship. The Task Force seeks to engage with Indo-Pacific and China specialists on core issues of mutual interest, including trade and economic relations, security strategy, and the implications of technological developments. The reports and briefings resulting from Task Force working groups aim to inform U.S. policymaking and provide analytical resources for military officers, academic scholars, and other experts.

With U.S.-China relations on an increasingly adversarial trajectory in which military conflict is no longer unimaginable, the deterioration of Sino-American relations has enormous consequences for international peace and security. As tensions rise, it is more important than ever for the U.S. government and public to have an accurate, timely, and deep understanding of domestic developments in China, their impact on the U.S.-China relationship, and their implications for U.S. foreign policy. The Asia Society’s Task Force on U.S.-China Policy has encouraged the stabilization of relations between the two powers and recommended policies that seek to balance economic, political, and military competition with cooperation on global challenges—not least those presented by the COVID-19 pandemic. Comprised of a bipartisan group of China specialists, former U.S. government officials and military officers, scholars, and think tank researchers, the Task Force has become a cohesive, balanced, and respected American civil society policy voice. It will continue its deliberations and outreach with renewed Corporation support.

Given China’s global importance and reach, the Task Force will stay intact to provide insights on U.S.-China policy for the U.S. administration and Congress, and to foster public discussion about the U.S.-China relationship through events and media engagement.

The Belt and Road Initiative (BRI) reflects China’s growing international presence and ambition. Activities associated with BRI have raised questions about Beijing’s motives and the extent to which the initiative not only seeks to facilitate trade and economic development but also advance China’s geostrategic aspirations. But concerns about BRI have arisen largely without well researched, evidence-based analysis. To address this gap, the Asia Society’s Policy Institute will expand on its “Navigating the Belt and Road” project by investigating the broader economic and security implications of BRI infrastructure investments across Asia and the challenges and opportunities they present for enhanced transparency and cooperation.

The Asia Society Center for Global Education works to ensure that all young people, regardless of their background, are globally competent and prepared to thrive in an increasingly interconnected world. Historically, the Corporation has provided support for two of Asia Society’s initiatives: 1) the Global Cities Education Network (GCEN), an international learning community of city school systems across Asia and North America that are rethinking the knowledge and skills students need for success and the educational strategies and systems required for all children to achieve them; and 2) the International Studies Schools Network (ISSN), a network of schools working to develop global competencies among its students within a rigorous academic environments. Over the course of this grant, Asia Society will carry out a planning process to develop a digital strategy, which, in combination with its in-person work, will allow the organization to increase collaboration among network participants, enable better knowledge-building and sharing, and ultimately deepen its impact across both the GCEN and ISSN.
