Description

Despite decades of effort in both K-12 and higher education policy reform, the gaps in access and success in college remain large and stark, even though we know a four-year college degree continues to be the single best predictor of socioeconomic mobility. Founded by former West Virginia Governor Bob Wise in 2001 to draw attention to the plight of American high schools and drive improvement, All4Ed has since established itself as the premier national policy organization dedicated to ensuring all students graduate high school prepared for college, work, and life. Building on the organization’s influential role at the federal level, All4Ed launched the State Policy Center in 2023 to provide technical assistance and legislative support to state-level education policymakers nationwide, focusing on college and career pathways, digital equity, and next-generation accountability. Corporation support would enable All4Ed to develop a comprehensive suite of college and career pathways policy resources for all fifty states, offer targeted technical assistance to at least ten states, and provide intensive support to three to five states.

Description

Alliance for Excellent Education (All4Ed) is a national nonprofit organization and longtime Corporation grantee that strengthens federal, state, and local education policy and practice to ensure all students, particularly students from low-income families and students of color, graduate from high school prepared for long-term success. Since All4Ed was founded by former West Virginia Governor Bob Wise in 2001, the organization has provided objective, nonpartisan research and guidance to equip leaders to develop policies that increase academic achievement, support the teaching profession, and expand educational attainment. In addition to establishing unparalleled relationships with policymakers at both the federal and state levels, All4Ed’s Future Ready Schools network promotes innovation and provides professional learning to 3,500 school districts representing more than 20 million students. This has led to important policy wins informed by the perspectives and aspirations of practitioners and communities. This final grant will ensure that All4Ed can continue to impact policy and practice, with a particular focus on increasing the accessibility of postsecondary pathways and closing the digital use divide.

Expanding equitable educational opportunities for all students requires coordinated progress in both practice and policy. All4Ed, a national nonprofit advocacy organization and longtime Corporation grantee, works to transform policy at the federal, state, and local levels, while also leveraging its expansive network to support changes in the classroom. All4Ed’s mission is to advance equitable policies and practices so all students, especially those furthest from opportunity, graduate from high school prepared to complete postsecondary education and achieve success in a rapidly changing world. Over the course of the current grant, All4Ed has pursued this mission through two key strategies–policy development and Future Ready Schools–that reinforce one another and are undergirded by All4Ed’s strong relationships with policymakers and myriad partnerships. This has led to important recent policy wins, including in response to COVID-19. With renewed Corporation support, All4Ed will continue to impact policy and practice, with a particular focus on increasing accessibility of postsecondary pathways and closing the digital use divide.

The Alliance for Excellent Education (Alliance) is a national, nonpartisan policy and advocacy organization that promotes high school transformation such that all secondary students, particularly those who are most at-risk, graduate high school prepared for college and career. While the Alliance has historically operated in the national policy realm, it also provides state, local, and district level policy and implementation support. With current Corporation support, it has contributed to the adoption of federal policies that incorporate a broader definition of student success; assisted states in revising accountability systems and implementing high standards; and supported state and district leaders to introduce policies and practices that support deeper learning. Through this work, the Alliance has established itself as a hub for the sharing of best practices and for networking among practitioners. Building on the current grant, the Alliance proposes to simultaneously continue its policy work at the state and federal levels, while deepening its support to district leaders.
