Description

Malign actors including Russia are spreading disinformation, using illicit financing, and exploiting institutional weaknesses in a coordinated effort to undermine democratic institutions across Europe. Non-state actors (NSA) can play a critical role in strengthening democratic resilience, yet civil society organizations struggle to collectively respond to malign coalitions because of limited resources and collective action challenges. The Center for European Policy Analysis (CEPA) will bridge this structural gap by developing a transnational coalition that connects NSAs to share information and collectively address emerging challenges by authoritarian actors across Europe. The project will identify prospective coalition members, track hostile actors, share information, hold roundtables, and formalize the coalition into a self-sustaining entity. Strengthening the capacity of European civil society organizations to respond to threats will increase government accountability, improve transparency, and support democratic peace.
