Description

Security challenges in Northeast Asia revolve around the intensifying U.S.-China strategic competition, the North Korean nuclear buildup, cross-Taiwan Strait tensions, as well as maritime disputes in the East and South China seas. A final grant to Northeast Asian Cooperation Dialogue (NEACD) will maintain a Track II/1.5 dialogue that seeks to reduce risk and build trust during a period of heightened regional instability. NEACD, which convenes some 60 academics, policy experts, and military and foreign ministry officials from China, Japan, Russia, South Korea, the United States, and (when they choose to participate) North Korea, has been meeting annually since 1993. Meeting back-to-back with NEACD, the related Defense Information Sharing (DIS) workshop convenes regional military and defense officials to exchange information about their respective missions, forces, doctrines, policies, and exercises.

As U.S.-China tensions rise and Chinese government limitations on foreign researchers tighten, creative approaches to compiling and analyzing original datasets will become even more crucial to understand China’s internal policy processes. The digital age has unlocked a trove of information that needs to be explored by experts with training in both Chinese politics and society and digital data analytic methods. The 21st Century China Center is a leading U.S. institution focused on contemporary Chinese politics and economics, with data as a driving force in its work. With Corporation support, the center will continue research projects to better understand internal Chinese political, economic, and academic developments as well as host conferences between U.S. and Chinese experts to address the impact of Sino-American tensions on scientific cooperation and knowledge generation.

As the world’s second-largest economy and an increasingly active global power, China is exerting an outsized influence on other countries. While China’s leaders continue to double down on efforts to make their country an industrial-technological powerhouse, it will be important to discern the patterns of policymaking in China, the strategic and bureaucratic logic behind such patterns, the policies’ impact on society, and the public’s reaction to them. Although there are increasing constraints to conducing field research in China, the digital age has brought an avalanche of information that needs to be analyzed by experts steeped in knowledge of Chinese politics and society, and well trained in digital data analytic methods. To meet this challenge, the University of California, San Diego’s (UCSD) 21st Century China Center (the Center), will bring together four data-driven research projects led by early-career scholars of Chinese politics and political economy, that will shed light on underexamined dynamics of domestic policymaking in China, and conduct on-line public opinion surveys of Chinese attitudes toward various domestic policies.

The regional security environment in Northeast Asia is at a crossroads. Despite high-level summitry, North Korea continues to make progress in the development of its strategic weapons capabilities, the United States and China appear to be headed into an intensifying geo-strategic and geo-economic competition, and historical controversies remain a thorn in regional relations. In the absence of a formal regional security architecture, informal or quasi-formal mechanisms enable dialogue promotion and confidence-building. One of the longest and authoritative dialogue processes is the Northeast Asia Cooperation Dialogue (NEACD), a forum that straddles the official and non-official domains. NEACD is organized by the University of California-wide Institute on Global Conflict and Cooperation based at the University of California, San Diego. It brings together approximately fifty government officials, military officers, academics, and specialists from the United States, China, South Korea, Russia, Japan, and North Korea for regular discussions of regional security issues.

China’s domestic, regional, and global conduct will be among the key determinants of international peace and security in this century. Deepening U.S. understanding of the sources of China’s behavior, including its evolving political system, is critical to managing China’s potential impact. The University of California, San Diego’s 21st Century China Program is among the leading research, training, and outreach programs focusing on China in the United States. It plans to continue and expand its activities, including by deepening its network of Chinese and American social scientists who study internal Chinese politics. The network and other program activities will emphasize data collection and data-driven collaborative, U.S.-China research projects, aimed at providing evidence-based and policy-relevant assessments of trends within China.
