Description

The University of Maryland will engage a Russian journalist who previously served at the Voice of America, to teach at the university’s Merrill College of Journalism. The journalist will fill a critical gap in journalism students’ ability to understand and report on the impact of press censorship in Russia and former Soviet states. Working with faculty at the college and using her skills and Russian language abilities she will produce a podcast that will be marketed to multiple public affairs platforms and develop a course on the consequences of freedom of the press.

Description

China’s role in shaping economic, political, social, and security developments in Asia and beyond is having profound implications on global peace and stability. Understanding these developments and their relevance to the United States requires a diverse range of expert voices in the U.S. foreign policy conversation. To bring these voices to the forefront, the Woodrow Wilson International Center for Scholars supports an annual cohort of sixteen China-focused fellows whose expertise and interests cross disciplinary, geographic, and institutional bounds. Through research scholarships and mentorship, the Wilson China Fellowship develops a network of scholars equipped to both inform and challenge the prevailing policy wisdom. Each cohort culminates in a collection of policy recommendations on a wide variety of timely issues promoted to U.S. policymakers.

Description

Analysis of the effects of nuclear war tends to focus on a large-scale nuclear exchange and on the immediate casualties and impact on climate. The implications of more limited nuclear use and its economic and societal consequences are less analyzed or understood. With this grant, the University of Maryland will help fill this gap by providing a comprehensive study of the costs of nuclear war with a focus on the more limited nuclear exchanges that represent the most likely scenario for the use of nuclear weapons today. The project will also go beyond immediate physical effects to analyze the longer term economic and societal consequences of limited nuclear use. The researchers will employ physics, engineering, and economic modeling to promote a better understanding of the repercussions of limited nuclear strikes on key countries.

Description

Russia’s invasion of Ukraine has suspended the U.S.-Russia relationship across the board, including on security-related matters. Yet, as the second largest nuclear weapons state with a global reach and a veto power within the UN’s Security Council, Russia is a significant actor in international peace and security. A project of the Center for International and Security Studies (CISSM) at the University of Maryland will explore security challenges that the United States and its allies cannot effectively manage without involvement from Russia. CISSM experts on U.S. relations with Russia and China will work with specialists on nuclear risk reduction, cyber, and the Arctic to identify approaches to averting dangers through mutual actions.

With support from the Corporation, the Center for International and Security Studies at the University of Maryland (CISSM) has been building such connections. CISSM programs have entailed research, training, informed debates, and exchanges. As relations between the two countries remain strained, maintaining contacts between the academic communities has the potential of reducing risks and misunderstandings. Renewed funding will enable CISSM to carry on its activities with the goal of contributing to these efforts.

Description

Advances in small satellite technologies and defense innovation will affect crisis stability and arms control in both positive and negative ways. This project at the Center for International and Security Studies at Maryland (CISSM) focuses on two particular challenges. First, the project will assess the growth in the use of small satellites and their implications for nuclear early warning. The second line of work, on defense innovation, will examine the extent to which certain emerging dual-use technologies are weaponizable, and will suggest approaches for improved trans-Atlantic cooperation to prevent proliferation. Both efforts will shed light on under-explored topics and outline options for policymakers. This grant will contribute toward the studies and their dissemination.
