Haitian born Jacques Jiha is the commissioner of New York City's Department of Finance, appointed by Mayor Bill de Blasio. He is the former Chief Operating Officer and Chief Financial Officer of the multimedia company Black Enterprise. Having served previously as deputy state comptroller and Chief Investment Officer for the New York Common Retirement Fund, he works in his current role to ensure the efficiency of the city's tax system while also reviewing its policies for fairness and transparency.
