Helping America Vote

After the 2000 presidential election, it became clear that there were many problems with the different voting mechanisms used across the nation. To address these issues, in 2001 the Corporation funded a joint research project of the Massachusetts Institute of Technology (MIT) and the California Institute of Technology (Caltech) aimed at developing new voting technologies that would lead to a secure and affordable uniform voting system that could be employed throughout the fifty states. The resulting report called for investment by the federal government in research and development of voting equipment technologies as well as an independent agency to oversee performance and testing. The 2002 Help America Vote Act (HAVA) is largely an outgrowth of this project.
