Talia Milgrom-Elcott

Program Officer, Senior Manager STEM Teacher Initiatives

Talia Milgrom-Elcott is a Program Officer in Urban Education and the Senior Manager of STEM Teacher Initiatives at Carnegie Corporation of New York. 

From 2004-2007, Talia worked at the New York City Department of Education as part of Chancellor Joel Klein’s team.  As the Project Director of System Transformation, Talia supported and helped to implement system-wide reform efforts, including the creation of over 300 Empowerment Schools and the redesign of student support services. Earlier, Talia was Special Assistant to Chancellor Klein, serving as liaison to the Mayor's office and helping to manage the DOE's external affairs.

 Prior to working at the Department of Education, Talia clerked for Judge Robert Sack of the Second Circuit Federal Court of Appeals and was the first Workers’ Rights Fellow at New York Jobs with Justice, where she expanded their Workers’ Rights Board, researched and wrote on contingent workers, and coordinated campaigns for workers’ rights. In law school, Talia worked with the Berkman Center for Internet & Society on questions of digital space and content and focused on education and the role of public/private spaces and institutions.

 Talia received her BA magna cum laude from Harvard University, where she was also Phi Beta Kappa. She returned to Harvard for her JD, which she also received magna cum laude.  She lives in Brooklyn, NY, with her husband and two young children.
